Planning and growth management by infill development policy, compare with other growth policies is closer and more consistent to sustainability. In this paper, we are going to study capacities and necessities of infill development of Tehran, by means of descriptive analytic and by use of documentary data. Findings indicate Tehran has the capacity of development and subsequently ready to growth management and special rearrangement via infill development. More than 18000 hectares of lands with infill development capacities that occupied 30% of city areas and 52% of vacant spaces and areas with developmental goals and high availability along with distribution and increment process, from east to west and north to south, makes possible not only physical growth management, but also facilitate spatial rearrangement to balance of inequality among regions and city zones by means of the policy of infill development and topical and local capacities. Redevelopment of north ,east and south areas, new development of west area and revitalization of central area, are general strategies of infill development in Tehran. Manuscript profile -

2 - Effects of the inclination of parallel no flow boundaries on the time- drawdown curves around a pumping well in a confined bounded aquifer

Most studies are concentrated on the vertical no flow boundaries, while, in some cases these boundaries are not vertical and have inclinations. To the best of the authors knowledge, the problem of the inclined no flow boundaries has not been studied yet. The effects of the parallel no flow boundaries inclination on the drawdown around pumping wells in bounded aquifers is studied here. The time-drawdown data for vertical boundaries have used the numerical simulation and also the image well theory. The effects of inclination of the boundaries were only considered using the numerical simulation. The results of numerical simulations and image well theory for vertical no flow boundaries were matched completely. The computed drawdown for observation well in the models with inclined and vertical no flow boundaries used to compute the difference between them. The difference between these cases depends on the distance between the boundaries (width of the aquifer) and the inclination value. The results showed that in large widths and low inclinations, the computed drawdown in aquifers with vertical boundaries are almost similar with the computed drawdown in aquifers with inclined boundaries and the differences can be neglected. In the other words, the difference between the vertical and inclined cases in smaller widths is so high that even in the low inclinations, the differences can't be neglected. However in choosing the most prefered portfolio just these factors are not decisive and according to the economic environment, many factors can affect this process which should be employed. Therefore, these diversity of factors, bring to the limelight the importance of multi-criteria decision-making approaches. Data Envelopment Analysis (DEA) is one of this approaches. The main purpose of this paper is comparing the traditional DEA approaches to a new proposed algorithm. In traditional approaches simply assumed that return to scale is constant or variable. This simplification may cause large errors. In the new algorithm by analyzing the behavior of return to scale, appropriate model will be used. 8 - Investigating the Efficiency of Iran's Tourism Industry in Different Climates

Therefore, this study set out to examine the efficiency of Iran's tourism industry using tourism data regarding its 31 provinces during the years 2011 to 2017, including the information concerning the budget allocated to the tourism sector, the number of accommodation places, the number of tourist attraction sites in each province, and the number of domestic and foreign tourists. To this end, Fuzzy Data Envelopment Analysis was used to analyze the collected data. The study's results showed that Ardabil, Tehran, Kohkiluyeh Boyer-Ahmad, and Gilan had had the efficiency in terms of tourism throughout the study period, with their average efficiency as a primary criterion for assessing the efficiency of the country's tourism industry reported as average. Moreover, the analysis of the tourism industry's efficiency in different climates suggested that the highest efficiency belonged to the temperate and humid climate, and the lowest one was related to the hot and dry climate. Therefore, it seems that facilitating transportation infrastructure and providing welfare facilities, especially in provinces with low efficiency, could help use the potentials of different provinces to develop the country's tourism industry.
