It is widely acknowledged that relying solely on physical capital and labor as main sources of the economic growth would cause countries to lag behind others in the process of sustainable development, and the productivity improvement through technological advancements is the only way that ensures the continued economic growth. So, it is important to study the economy’s potential of technological innovations and capacity of technology absorption in order to allocate the scarce recourses efficiently. Therefore, the main objective of this study is to investigate the capacity of technology absorption in the Iranian Economy. To that end, using data from the Iranian economy over the period 1347-1390, the technological absorption capability hypothesis of Teixeira and Fortuna (2010) has been tested. According to this hypothesis, the existence of adequate human capital could help the economy to absorb the technological spillovers caused by FDI, importing capital goods, and the collaborations between countries. Furthermore, this hypothesis states that the higher is the R&D expenditures, the higher is the technological absorption capability. Using the co-integration method of Johansen and Juselius (1990), it is found that the existence of adequate human capital in Iran has enhanced the technological absorption capability of the Iranian economy. However, the R&D expenditures have no significant effect on the absorption capability of the Iranian economy. In sum, the Iranian economy can benefit from the technological spillovers because of its capabilities to absorb the new technologies. Manuscript profile

In a knowledge-based economy, products and companies live and die on information and the most successful companies are the ones who use their intangible assets better and faster. Organizations are aware that knowledge is their most valuable and strategic resource in the present business environment. Knowledge management and intellectual capital approaches have become critical for universities, mainly due to the fact that universities’ main goals are the production and knowledge dissemination. Managers know they have to manage the process of learning and measure its outcomes and knowledge-based organizational resources, if they want to be competitive. Intellectual capital (IC) is a new approach which helps us face with barriers and problems of higher education system. It is the key successful element for knowledge-based organizations such as universities-. The managers of universities have to identify their IC, measure and manipulate it effectively. However, in the past few years, the problem of quantifying and accounting the value and explaining the components of the organization’s intellectual capital it has been questioned. Thus, this research tries to present indicators to measure structural capital (as one of the main parts of intellectual capital) by reviewing different frameworks in this field. At the end, we identified three Dimensions including Infrastructural Capital, Research and Development Capital, Knowledge Infrastructural Capital, using eight components and 50 indicators to measure these parameters. This research is evaluated the theorical and analytical role of domestic R&D stocks, human capital and foreign R&D stocks (technology embodied in imports of capital and intermediate goods) on total factor productivity (TFP) growth of Iran׳s industrial sector. As regards, the research and development activities of Iran's industrial sector as compared to developed countries are little it could be hope to foreign R&D stock role and their spillovers on total factor productivity growth of this sector. because the absorption of foreign R&D spillovers mid developing the domestic R&D activities will provide favorable field to total factor productivity growth. Therefore, this study is investigated the direct effect of foreign and domestic R&D stocks (via technology embodied in imports of capital and intermediate goods (and human capital on total factor productivity (TFP) growth of Iran's industrial sector in during 1338-1385. The analytical results say that, human capital and foreign R&D stocks have respectively, the highest positive effect on TFP growth of industrial sector. While, in literature theory, domestic R&D stocks is also have a determinant role on TFP growth. But, by reason of low investment in research budgets and lack of the demand base of research activities, the effect of domestic R&D stocks on total factor productivity growth of Iran׳s industrial sector have, lower effect than foreign R&D stocks. Network of collaborators is the most important approach of organizations in CoPS R&D projects conduction as completing such projects requires specific resources and is beyond the capabilities of a single organization. Obviously the capabilities of the network of collaborators have a significant role in mentioned collaboration. So in this paper fundamental indicator of those capabilities were firstly specified by literature review. Secondly final indicators were selected using survey of experts of a CoPS producing company. Thirdly these indicators were classified in components by expert survey and using SEM in LISREL software. These components encompass collaborators competency (incorporating knowledge and skillfulness, keeping up to date, complying to standards and financial ability), task performance capability (incorporating project quality, time and responsibility during and after project completion) and adaptability (incorporating accordance to values, time and flexibility in deliverables). The results of hypothesis tests illustrate that competency has a significant and positive impact on task performance and the latter has a similar impact on adaptability but there is no direct and significant correlation between competency and adaptability while there exists an indirect one. One of the issues and problems facing the research cycle is the integration of design and production. Research institutes design products that are made without the cooperation of the construction engineering firm. The manufacturing institution does not have a common language in the production of the designed product and therefore no production takes place. Design without considering production and supply considerations seems beautiful only for the designer, but in some cases, the production organization is either not able to produce it or has problems in supplying some parts. This research deals with the issue of coordination of design, production and supply, which by examining the literature, its key indicators at the level of research projects and industrial development were extracted and finally ranked with decision models. For the first time, this research examines concurrent engineering in the defense industry and provides a model for the integration of design, production and supply. The indicators of this issue are divided into 4 criteria of product structure and architecture, management, quality and organizational cooperation. The criteria of product structure and architecture are the most important. Manuscript profile

In the model of Knowledge-Based production, knowledge and innovation are the most important factors of production; therefore, knowledge and innovation are the main keys to economic growth and development. The process of production of knowledge and innovation require groundwork making; This paper examines the effect of three factors, research and development expenditures, and education expenditures also the infrastructure of information and communication technology, on the production of knowledge and innovation. The purpose is to identify the path to realization of the knowledge-based economy in order to policy making for its realization in the Iranian economy. The extent of patents is considered as an indicator for producing knowledge and innovation. The countries under this study are 23 OECD member selected countries. For modeling, panel data method in Eviews software is used. Finding a positive and meaningful relationship between the three variables of research and development expenditure, training and technology infrastructure with the amount of patents, is the result of this research. The results of the calculations show that these three factors are very important in the process of producing knowledge and innovation, such that the lack of attention to them will actually lead the production of knowledge and innovation to the serious obstacles. Also, the comparison between the descriptive charts of the data for these three variables for Iran and the selected countries suggests that it would not be desirable in Iran. Manuscript profile

In the upstream documents of the country, the issue of responding to scientific and research centers to the demand of industries and organizations has been emphasized; Therefore, the cooperation between the university and industry has become very important. Numerous national measures have been taken in cooperation with the university and industry, which need to be evaluated. Two main goals are pursued; One is to discover the extent to which the goals and functions of the actions taken in the field of university-industry relations have been achieved, and the other is to provide executive solutions to improve the current path and move towards the excellence of university-industry cooperation. In this research, using methods such as library studies, interviews with experts and the focus group, first the measures taken in the field of cooperation between the university and the statistics industry and then by surveying experts, the effectiveness of each measure in terms of each criterion and The rate of fulfillment of each criterion was calculated in terms of measures taken and analyzed using statistical mean method. It can be said that none of the measures that have been taken so far in the field of industry-university relationship have had the desired efficiency and also the efficiency criteria have not been met to an acceptable level in most of the executive measures. At the end, several proposals were presented, including the establishment of the executive headquarters of university-industry cooperation and the privatization of offices related to industry and university entrepreneurship Manuscript profile
