        During last decades, the higher education privatization in Iran has grown in two forms: privatization of public higher education and entering the private sector in higher education. Due to necessity of synchronic quantitative and qualitative development, the purpose of this study was to identify the micro requirements of quality development of higher education privatization in Iran. An exploratory mixed method was chosen for this study. It used interviews and focus group in qualitative part and a 71-item questionnaire with eight main dimensions in quantitative part to collect information Reliability coefficient for desired condition and current condition were calculated 0.947 and 0.95 respectively. The sample included 103 experts of higher education and practitioners of nonprofit higher education institutions. Micro requirements for qualitative development of higher education privatization were identified in eight dimensions and their level of importance (favorable condition) and consideration (current condition) in process of quality development of higher education privatization were evaluated. The importance of these requirements in qualitative development of higher education privatization was average and higher, but the attention to majority of these requirements in development of Iran higher education privatization was average and lower. Finally, it suggests some solutions for qualitative development of higher education privatization in Iran. Manuscript profile

        Women's employment has always been discussed in various dimensions. The creation of paradox in the field of women's employment has raised questions among thinkers in the economic, social, moral, and religious spheres. The argument of this article is to see what is Islam's approach to women's employment? What are the obstacles and challenges facing the issue of women's employment in an Islamic society? This research has tried to analyze the economic and living conditions of women by documenting the systematic and exploratory study by reviewing the systematic studies conducted in this field and the theoretical considerations taken from the Islamic point of view, emphasizing its adaptation to the original religious teachings in Islamic Iran. Pay attention to the main purpose. The findings show that although Islam has given women the principle of economic independence, women are both the owners of their labor and production and have no responsibility for the family's economy, but in the context of handing over labor to women in Islam, the interests of society, the family It also takes into account individual circumstances and issues, which create limitations for women's work. Certificates of cognitive population show that women's economic participation has increased from 12.93 percent in the 1976 census to 16 percent in the 2016 census, indicating a change in the participation of women in the Islamic economy, a change in their personal and social identities. An increase in the number of female graduates, women’s employment in different economic sectors and increase in women's activity in management sectors compared to previous decades indicate a significant growth. However, the lack of equal opportunities in favor to men to find jobs, lower wages than men and the unemployment rate of women, especially in higher education, the existence of some social and cultural restrictions on women's employment, attitudes and misconceptions. Compared to the competence of women in various jobs, the expansion of gender inequality in access to resources and the consequent increase in harm due to the lack of readiness and recognition of society are the main concern and challenge of women's employment in the Islamic Republic of Iran.         This article is the result of a study conducted at the headquarters of the Ministry of Jihad Agriculture with the aim of designing a model of human resource surveillance with an emphasis on the requirements and challenges of its implementation. In terms of purpose, this research was among the developmental researches that were implemented with a qualitative and quantitative approach. In order to achieve the above goal, after studying the background of the subject, first with semi-structured and in-depth interviews with experts, the dimensions and components of the requirements and challenges required to design the model based on system theory were determined and then designed to confirm the model. Quantitative method was used using confirmatory factor analysis method. Samples in the qualitative section using the targeted sampling method in the number of twenty people and in the quantitative section in the number of two hundred people with the criteria of new selection and the amount of education related to human resources, at least ten years of experience in human resources and familiarity with structure and organization They were selected, then the components of the interview were extracted using MAXQDA 2018 software. The results of MAXQDA software output showed that out of eighty-three initial calculated components, eighty-one components were approved in the input, process, output, results and effects stages, and in order to validate the findings of the interview from Maxwell's theoretical validity and Lincoln's and Guba's methods were used in the qualitative section, and the reliability of the data obtained from the interview was reported to be 0.97 using the Holistic reliability coefficient. Also, to evaluate the appropriateness of the data to perform the confirmatory factor analysis, the calculated KMO test equal to 0.712 and K2=8634 with the degree of freedom 16599 and the alpha coefficient of 0.001 of the appropriateness of the data for the confirmatory factor analysis were confirmed. The results of the confirmatory factor analysis test measuring the fitness evaluation criteria of the factor load factor measurement model of the components greater than 0.7 and the fitness evaluation criteria of the structural model with T.value above 1.96 at the significance level of 0.05 and R.square criterion above 0.67 indicate the approval of 81 computational components in It has a quality method.         With reference to comparative policy studies and the level of competitiveness throughout the global value chain (GVCs), the effect of related policies can be traced. This article aims at studying industrial policy of local content requirements (LCRs), which are among the most prevalent as well as primary policiese used in any development model. This has been done to study the effect of LCRs on upgrading the position of a country’s automotive industry concerning GVCs through a variable- oriented approach. China and Mexico have been picked out in accordance with sample selection approach in the systems encompassing a great deal of similarities as well as the most similar outcomes. Further to the historical review of the development process of the automotive industry, the effect of this policy on the three indicators FVASH, REII and DVAFXSH has been carried out by logistic regression. These indicators determine the level of competitiveness throughout GVCs. The logistic regression shows a significant logit relationship between the LCRs policy status and the DVAFXSH variable, but no significant relationship is observed for the other two variables. The trend review also shows that after the implementation and removal of LCRs, the FVASH and REII indices have not changed much, but the DVAFXSH has increased, especially in Mexico.It shows that the systematic implementation of LCRs can have significant effects in upgrading the position of countries in GVCs in the automotive sector, through DVAFXSH.         The purpose of this study is to identify effective innovation strategies for a governmental organization and mission-oriented in the field of communication and information technology. The characteristics of the company under study are: governmental organization, having a monopoly market, scattered actions in the field of innovation, having managers interested in organizational innovation and has a clear and up-to-date strategy and structure. In this paper, innovation strategies were collected using comparative studies of similar international companies. Then by using the method of thematic analysis on the data obtained from semi-structured interviews, the strengths and weaknesses related to the innovation were identified. By matching these two categories of information, a number of appropriate strategies have been proposed and their implementation considerations have been expressed based on the specific characteristics of this company. Accordingly, suggestions for future research of this company have been presented to identify appropriate methods of implementation of organizational innovation in similar circumstances.
