Abstract :
John Rawls made changes in his ideas throughout his work for more than half a century, and for this reason there are changes in his works, and even many of his later works are considered a revolution against their predecessors. But there is a major shift he made from his largest book (A Theory of Justice) to his book (Political Liberalism) to the extent that the two books are considered two different stages in the intellectual life of John Rawls. Since John Rawls was in the process of solving the basic problems in societies, the reason he relied on was practical reason (or practical wisdom). Therefore, the change that occurred in his thought was a shift in the practical mind and not the theoretical mind. Since the main topic of Jean Rawls's work is distributive justice. The latter is the subject of the public institutions that make up public law, so every change regarding this subject (distributive justice) is considered a change in the concept of public law. Based on this change, this article identifies practical wisdom and public rights in the thought of John Rawls.

چکیده
جان راولز در صدد حل مشکلات اساسی جامعه است، عقلى که او بر آن تکیه کرد، عقل عملی (یا حکمت عملی) است. بنابراین تغییری که در اندیشه او رخ داد، تغییر در حکمت عملی، نه عقل نظری است. از آنجایی که موضوع اصلی کار جان راولز عدالت توزیعی است، و مورد اخیر موضوع نهادهای عمومی تشکیل دهنده حقوق عمومی است، بنابراین هر تغییری در این موضوع (عدالت توزیعی) تغییری در مفهوم حقوق عمومی تلقی می شود. این مقاله بر اساس این تغییر، بنابر روش تحقیق توصیفی – تحلیلی، به شناسایی حکمت عملى اخلاقى و حقوق عمومى در انديشه جان راولز مىپردازد. از جمله مهمترین یافتههاى پژوهش، این است كه موضوع اساسى مشروع فکری راولز عدالت است و روش او در این پروژه عقل عملى اخلاقى است؛ مضمون عقلى عملى راولز از عناصر متعلق به گذشته و حال و آینده تشکیل مىشود.
