Abstract :
The developments of the land and urban housing sector in Iran after the revolution have been subjected to various factors. Rural-urban migrations, war-imposed and rent and the influx of capital to this sector; It has made sustainable housing out of the reach of low and even middle income groups. According to Article 31 of the Constitution of the Islamic Republic of Iran: Having a suitable housing is the right of every Iranian. Housing policy and suitable workplace is the most basic need and foundation for physical and mental peace, security, development and progress, social and cultural interaction and civilization builder in every society. Good housing and stable and livable neighborhood are grounds for self-fulfillment, family formation, independence and social base, personality and culture and civilization. Paying attention to the residential and work environment and the structure of the living area and a suitable and stable livelihood, creating a platform for education and promotion of culture and art, and ultimately good and quality production and physical and mental health of human beings and reducing stressful factors, increasing safety and Security and prevention of environmental hazards. All these processes have mutual relations with each other and are realized through the functions of good governance and civilizing the state and sovereignty. Therefore, housing and employment are dependent and complementary to each other and should be comfortable and relaxing together as much as possible in compliance with environmental protocols. But the main issue is how to provide sustainable housing for all members of society? And how have the governments fulfilled their mission in this field? And why the market has not offered suitable housing with HSE management. HSE is a science that strives to prevent accidents in order to protect and protect labor and capital, and this is the responsibility of high-level managers and relevant experts. The purpose of this study is to investigate the role of the health, safety and environment (HSE) management system in reducing housing accidents in the last three decades of Iran.
