Abstract :
Objective (s): All communities and states do their best to achieve social justice and development. Through interpreting the 1404 Prospect plan and the 5th Development Plan, this article aims to provide a framework and road map to obtain justice-oriented development in proportion to the Iranian society. Method: This research was carried out through documentary studies performed in the libraries which will be in form of a logical recognition acquired out of upstream documents (1404 Prospect, 5th Development Plan, and development and justice literatures). Results: The results of this article have made possible a conceptual framework of balanced scorecard in order to arrive at a justice-oriented development and a recommended road map to catch up with national development. Conclusion: First, this article draws on the social justice and development topics. Afterwards, it designs a framework as inspired by the balanced scorecard bodywork to give rise to the Islamic Iran’s justice-oriented development in the five aspects of learning and growth, key processes, economic social development, sociopolitical development, and political-cultural development. It finally comes up with the recommended map road in proportion to Iranian –Islamic paradigm.
