As financial overseers, auditors of the Supreme Audit Court play an effective role in monitoring the environmental performance of executive agencies. By assessing the extent to which organizations comply with environmental regulations, they can help protect the environment and enhance its quality. However, fulfilling this role is accompanied by numerous ethical challenges that may affect the effectiveness of environmental auditing. The purpose of this research is to identify and rank the environmental ethical challenges of the auditors of the Supreme Audit Court of Iran. This study was exploratory in terms of its objective and was conducted in 2024 using a mixed-methods research design (qualitative-quantitative). In the qualitative phase, interviews were conducted with 20 experts selected purposively, using a grounded theory approach. The statistical population included auditors of the Supreme Audit Court of Iran, auditors, and university faculty members. Based on Morgan’s table, 384 individuals were selected as the sample. In the quantitative phase, the Friedman test was used to rank the environmental ethical challenges. In addition, a researcher-made questionnaire was used to validate the environmental ethical challenges, and SPSS software was employed for the statistical analyses. Based on the findings, 15 components—political factors, independence, legal factors, professional competence, attitudes and individual values, individual responsibility, education and learning, professional ethics, stakeholder considerations, environmental standards, sustainable development, environmental culture, value-related issues, evaluation and supervision, and sustainability reporting—along with 52 sub-indicators related to auditors’ environmental ethical considerations were identified and extracted.
