چکیده مقاله :
مدیران لازم ست از قابلیت ها و توانایی های برخوردار باشند که منجر به عمکلرد موفق آنها شود که نه تنها نیازهای داخلی را پاسخ دهند بلکه بتوانند نیازهای بیرونی را نیز هدایت کنند. و در هر جامعه ای نظام آموزشی بخش مهم و حائز اهمیتی بشمار می رود. این نهاد، زمینه ساز رشد و توسعه فکری و زمینه ساز بلوغ و تحقق ظرفیت-های انسانی است. بنابراین مدیران آموزش وپرورش باید از شایستگی های لازم برای انجام موفقیت آمیز این مهم، برخوردار باشند. لذا پژوهش حاضر با هدف تدوين الگوی توسعه شایستگی های مدیران ایرانی اسلامی در سازمان های دولتی با تأکید بر مدیریت اسلامی در آموزش وپرورش طراحي شد. برای انجام پژوهش از برای انجام پژوهش از رويکرد کیفی از نوع پدیدارشناسی و با روش گرانددتئوری استفاده گرديد. جامعه پژوهش، کلیه صاحبنظران، اساتید و مدیران ارشد حوزه منابع انسانی و مدیریت اسلامی در آموزش و پرورش بود که با استفاده از نمونهگیری هدفمند با 19 نفر از آنها مصاحبه شد. ابزار پژوهش مصاحبه نيمه ساختاريافته بود. برای تجزیه و تحلیل یافته های کیفی از روش کدگذاری استفاده شد. نتایج پژوهش نشان داد "توسعه شایستگی های اسلامی و توسعه شایستگی های رهبری و مدیریتی" به عنوان مقوله محوری، "جانشین پروری، ارزیابی مستمر، آموزش و یادگیری مستمر و مدیریت استعداد" به عنوان شرایط علی، " یادگیرنده محور بودن سازمان (سازمان یادگیرنده)، عدالت گرایی در گزینش، انتصاب و ارتقا، برنامه ریزی و برنامه محوری و توسعه کارراهه شغلی" به عنوان راهبردها، مقوله های " فرهنگ سازماني و گروه کارکنان" به عنوان بستر، " نگرش اسلامی به مدیریت و منابع انسانی و ساختار سازمانی" به عنوان شرایط مداخلهگر مطرح شدند و توسعه شایستگی های مدیران ایرانی اسلامی در سازمان های دولتی می تواند پیامدهای مثبت فردی و سازمانی در آموزش و پرورش داشته باشد. اگر مديران آموزش و پرورش با استفاده از شایستگیها و بر اساس الگوی مناسب اسلامی ایرانی توسعه یابند، و داراي دانش و مهارت کافي باشند، سازمان با بالا بردن روحيه کارکنان و ايجاد انگيزه کار و فعاليت در آنها قادر خواهد بود هدفهای سازمان را با صرف منابع کمتر و کيفيت بهتر تحقق بخشد و بهرهوری سازمان را افزايش دهد.
Managers need to have the capabilities and abilities to lead them to a successful performance that not only meets internal needs but also be able to direct external needs. And in any society, the educational system is an important and significant part. This institution is the basis for intellectual growth and development and the basis for maturity and realization of human capacities. Therefore, education managers must have the necessary competencies to do this successfully. Therefore, the present study was designed to develop a model for developing the competencies of Iranian Islamic managers in government organizations with an emphasis on Islamic management in education. To conduct the research, a qualitative approach of phenomenological type and grand theory method was used to conduct the research. The study population was all experts, professors and senior managers in the field of human resources and Islamic management in education, and 19 people were interviewed using purposive sampling. The research tool was a semi-structured interview. Coding method was used to analyze the qualitative findings. The results showed that "development of Islamic competencies and development of leadership and managerial competencies" as a central category, "succession, continuous evaluation, continuous training and learning and talent management" as causal conditions, "learner-centeredness" Organization (learning organization), justice in the selection, appointment and promotion, planning and program-oriented and career development "as strategies, categories of" organizational culture and staff group "as a platform," Islamic attitude to Management, human resources, and organizational structure were introduced as intervening conditions, and the development of the competencies of Iranian-Islamic managers in government organizations can have positive individual and organizational consequences in education. If the managers of education are developed by using the competencies and according to the appropriate Iranian Islamic model, and have sufficient knowledge and skills, the organization will be able to achieve the goals of the organization by raising the morale of the employees and motivating them to work and work. Spend fewer resources and better quality and increase the productivity of the organization.
