        The geography of science, and among the branches of political geography that are grateful to describe the systematic relations between man (politics) and the geographic environment, is one of the old sciences whose history is based on the length of human life on earth. Today's most important human space environment is cities. The city is a closed space complex that occurs in this set of events, each of which creates a field of study of a science. One of the most important events taking place in the city is political events, in other words, the city has always been linked to the concept of politics. In the event that the impact of political and power relations is on the urban spatial development, political geography, with the often in-town approach, studies these relationships. Therefore, the political geography of the city is to study the impact of the activities of the state and the authorities on various dimensions (socio-cultural, economic, security and environmental) of urban life and citizens. The main question raised here is that "the political geography of the city, why and how to enter the study area of today's urban complex?" According to the hypothesis of this paper, the political geography of the city, to study the political space of the city, Investigates and presents the basic solutions.         "Cities" are among the phenomena of space that have a special place in geographic studies. Therefore, the interrelationship between politics and space in the city is one of the most important issues studied by political geographers of the present era. To understand these relationships, understanding the natural geography is very effective. In this paper, we try to analyze the geography of the city with emphasis on the typology of cities in terms of climate and location. The question raised here is whether the natural geographic conditions, especially the weather, are effective in the manner and policy of urban executives? In this descriptive-analytical method, this fundamental research studies the climatic conditions of desert, mountainous, coastal cities and their impacts on political, economic, cultural and environmental areas and on the decisions of power holders in general. We seek to answer the question, "How does climate influence the type and manner of policies and policy making of urban managers?" The hypothesis raised in answer to this question is that "natural geographical conditions, especially climate, in the type and method of policies." And policymaking is effective for urban managers. " The results show that the importance of recognizing the existing status of cities and their (natural) geographical location in order to plan well for the future on the one hand, and the importance of scale in achieving development with respect to the importance and necessity of policy making, on the other.         Carl Schmitt, a prominent German philosopher and jurist who had always been accused of supporting the Third Reich throughout his life, was acquitted at the Nuremberg Trials and lived in general isolation until 1985. But Schmitt's isolation never prevented him from writing and disseminating his ideas throughout the twentieth century. Schmitt is one of the great thinkers whose views and thoughts have influenced various thinkers over the past decades, such as Hannah Arendt, Jürgen Habermas, and Giorgio Agamben. When Schmitt wrote the book Empress, he made it clear that politics must be defined in terms of the distinction between friend and foe. Today, neoliberalism, which firmly believes in downsizing government and market forces to regulate social relations and land management, has led to major social conflicts within and geopolitical conflicts outside the borders of countries. Neoliberal policies, along with the post-Fordist economy, have created a situation in recent years that has widened social divisions within countries as well as on a global scale. The increase in these gaps in the social strata has caused internal crises in countries and on the other hand has involved many countries in widespread social protests. According to great thinkers such as Fukuyama, such social conflicts have led to the formation of reactive identities within countries. Many of the works and writings of political geographers today show the attention of prominent thinkers such as Claudio Minka and Anaji Scor who focused on Schmitt's political philosophy, and the formation of reactive identities in relation to politics and the distinction between friend and foe. They search for globalization and post-Fordist economics. The main question of the article is why Schmitt's political philosophy and especially the political category in relation to reactive identities are at the center of the world's political geographical discourses?
