The Concept of Soft Power introduced by Joseph Nye in late eighties has comprised most parts of works related to immaterial approach toward power (especially in relation to USA). The significant point is that the exclusive position of this kind of “Nye-Based attitude” which caused other ideas and comments related to explicating quality of soft application of power to be neglected and forgotten though they have high priorities in foreign policy (like the theory of just war, the conclusion of democratic peace, Post-Grameci interpretation of Dominance and so on). This study, based on the explication of software dimension along with the Nye ideas, attempts to emphasize this meaning that along the process of theorizing international relations, Nye’s view is just one of the theories which emphasizes the soft mode of power and we must follow an Ultra-Nye sample. The moral and peaceful settlement of disputes means the resolution of international disputes without reference to force. This method involves scientific methods, in which the conflicts of states and groups in their basic duties and responsibilities can be resolved (such as negotiation, mediation, compromise, Jamila and arbitration). When it comes to resolving conflicts, there are often attempts to put an end to the state of war, the state of war, or the existence of a strong conflict-based probability. In this paper, the ethical settlement of international disputes through ethics of mediation by international organizations, and in particular the United Nations and the Security Council, is studied with the approach of recent developments and crises in both Syria and Yemen. The moral role of the United Nations in ending international disputes and crises is indisputable, but the question is how is the UN's moral attitude to ending these crises and to what extent are major global governments effective in UN decisions? The question is being addressed in this thesis by considering all aspects. Manuscript profile

It is better to speak well than anyone else, but the word of revelation, with its moral and human scent, gives another vitality to the soul and spirit of man. Although our divine word is above the human word, its beautiful manifestation has been crystallized in the words of the great prophets and the pure Imams (as) as the special successors of the last prophet of the order of the Prophet Muhammad (pbuh). Enjoining the good and forbidding the evil are among the certain doctrinal and moral principles among the Islamic sect, and it has its own special place among other religious sects. This common inner desire among human beings indicates the unity of human nature. Benevolence, benevolence, and moral goodness are the scents of fragrance that come from the fragrance of enjoining what is good and forbidding what is evil, and are felt in the breath of healthy human beings. It is on this basis that a person has a desire for good things from within and avoids ugly things. Based on this inner desire, the implementation of enjoining what is good and forbidding what is evil seems to be a necessary and obligatory condition. Manuscript profile

Though the cognitions of Imam Hossein entered into Persian poetry from third and fourth centuries and almost synchronous with Persian language birth, the name of Hazrat Zeinab has been used very limited and in very few cases in Persian poetry. In Safavi Dynasty, her name has been entered into Persian Poetry a bit more serious. However, still the poets do not refer to her properly. In Ghajar dynasty, referring to the Karbala Lady’s character becomes prevail in Persian poetry and reaches its climax in the late part of Ghajar and the beginning part of Pahlavi time. Unfortunately, despite the willing of the poets in eulogizing and parsing Hazrat Zeinab, the picture of this great lady is only described as a grief-stricken, flagged, depressed, and crying. Even this honored lady is described as a weak, and disabled woman, hence her glory, respect, and magnificence are affected drastically. From the late part of Pahlavi dynasty which the contexts of Islamic revolution is formed, the poets’ view starts to change gradually and finally with Iranian Islamic Revolution the spirit of revolution penetrates into Zeinab poetries and the poets’ view is attracted to the glorious aspects of this heaven and earth lady. Therefore, some great works which deserve the position and personality of this lady have been created. This dissertation has investigated the spiritual picture of Hazrat Zeinab in Persian Poetry. The roots of insecurity and war should be sought in the kind of political systems. Poverty, ignorance and despotism are the roots of insecurity, oppression and and international conflict. Liberal democracy has also failed to eliminate these factors. It seems that the supreme goal can be approached with the pattern of Mahdavi's universal government and its special features. This article follows two purposes or main targets: the first is the mutual relationship between peace and happiness, and the second is the endless interaction and opposition between them. Obviously, instead of a descriptive approach, the writer follows an analytic or descriptive-analytic method in exploring the main point of the paper. The innovativeness of the writer here lies in his discovering the developmental mutual relationship between peace and happiness within the lines of Mulla Sadra’s works and explaining it accordingly. This relationship is analyzed based on various principles in his philosophy. According to the different angles of Mulla Sadra’s anthropology, peace is the necessary condition for worldly and otherworldly happiness. At the same time, happiness is the necessary condition for consolidating peace. The Sadrian ontology and cosmology are the bases of the writer’s analyses regarding the above-mentioned mutual relationship. Here, he explicates how the Sadrian Society, while enjoying plurality, can be profoundly monistic, as well. An analysis of the relationship between peace and happiness based on this philosopher’s religious ideas illustrates how severely peace is endangered in the modern world. The structure of the government and its functions unveil this mutual relationship in a different sense, in the same way that Mulla Sadra’s ethical ideas reveal the exact relationship among peace, security, and moral happiness. Peace is a rare and precious thing that is among the most fundamental human needs and plays an important role in the happiness and health of individuals and society. Feeling peaceful is a major characteristic of every healthy human being as one can obtain growth and perfection in light of peace and calm. The Holy Quran, as the book of guidance for humanity, provides the best prescription for achieving peace. This paper seeks to describe true peace and correct man’s understanding of it on the one hand, and investigate the factors that contribute to creation and establishment of peace in heart based on divine teachings. To understand the true meaning of peace, one should bear in mind its distinction from comfort. Also, based on the teachings of the Quran, peace is achieved through paying attention to both material and spiritual needs and if there is a conflict between the two, spiritual needs should be given primacy due to the priority of the spirit. There are different words and phrases in the Quran that include the meaning of peace. They include Tathbit, Fuad, Thabat, Rabt-e Qalb, Sukn, and Sakina. A look into these words in the verses of the Quran reveals that the only origin and source of giving peace to hearts is relation with God, the Almighty. In view of the Quran, there are different factors involved in creation and establishment of peace. They include: faith, Zikr (recitation of prayers), correcting one’s view of the world, Tawakkul; (putting one’s trust in God), thankfulness, Taqwa (God-fearing), and performing religious rites. Occasional violations of international law occur as the United Nations and its peacekeeping forces carry out their important responsibility and mission for protecting global peace and security. Remedial mechanisms become more complicated when the actions of peacekeeping forces are attributed to the UN as a result of certain principles of international responsibility. On the one hand, the UN’s responsibility toward victims of such violations requires the world body to be answerable while, on the other hand, its immunity to trial in national and transnational courts, has barred victims from taking legal action. Although the UN has taken steps to solve this problem in order to restore the credit it has lost as a result of the actions of its forces as well as its immunity, the proposed mechanisms have posed new challenges, thus, making the UN target of new criticism. Such criticism seems even more justified as a result of the promotion of human rights in international community and alterations in the aforesaid immunity. The present paper discusses the necessity of introducing new mechanisms or reforms by the UN which would make the existing mechanisms more efficient and fairer Manuscript profile

The Chemical Weapons Convention, adopted by the UN General Assembly in 1992, constitutes the most important international legal instrument on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. The present paper intends to explore the commitment of the Convention to fostering peaceful chemical cooperation as envisioned in Articles 8 and 11, and also to assess the international responsibility of the Organization for the Prohibition of Chemical Weapons (OPCW). Therefore, the main question of this paper is: “Under what conditions and according to what principles can this Organization be held responsible with regard to its commitment to fostering peaceful international cooperation in the field of chemical activities?” As discussed in this paper, according to the provisions of Article 11 of the Convention, the Organization is under definitive obligations to bolster international cooperation. The paper also shows that the measures taken by the Australia Group, whose members are also Member States of the OPCW, in expanding prohibitions and restrictions of the Convention are incompatible with the provisions of the Convention and, therefore, its members are in violation of the Convention. Regional arrangements which are covering a wide range of international institutions, despite some criticisms, were foreseen both in the League of Nations and the United Nations system in order that their capacity to be used to maintain international peace and security. Accordingly, Chapter 8 of the United Nations Charter, while emphasizing the involvement of regional arrangements for the maintenance of regional peace and security, has laid down conditions and limits for their involvement. This article while paying attention to the role of regional arrangements in international peace and security, addresses the most important conditions and limits of these arrangements stipulated in the 8th chapter of the Charter. These conditions include: 1. Observance of the principles and objectives of the Charter: this is a condition for the coordination of the United Nations and regional arrangements for maintaining peace and security. 2. Enjoying the mechanism of the resolution of disputes: this condition suggests correspondence between the 6th and 7th chapters of the Charter of the United Nations, on the one hand, and the 8th chapter of the Charter. 3. Obtaining permission from the Security Council to take coercive measures: this condition is based on the primary responsibility of the Security Council for the maintenance of international peace and security. 4. The Islamic Republic of Iran can fulfill part of its foreign policy goals through interaction with international institutions. Perhaps, the Non- Aligned Movement (NAM) does not fit into an international organization, and its binding aspects are weak, but given the number of its members, its ideals and goals on the one hand, and the impact of international institutions in the modern age, on the other hand, it enjoys a wide range and many of its goals are in line with Iran's policies. This article by considering the theory of "neo-liberal institutionalism" which suggests that the international system is anarchic, states are effective and rational actors as well as international institutions have an independent identity, seeks to understand the nature of approach taken by Iran towards the NAM in the international system. In fact, it is a comparative between principles and objectives of Iran's macro policies and those of the NAM. Therefore, one of the most important relations of the Islamic Republic of Iran and the NAM is the negation of imperialism and domination, sovereign equality of states, equality of nations, respect for human rights and the right to self-determination. The Fédération Internationale de Football Association is a non-governmental international organization that plays an active role in the international society, particularly in the realization of its goals including peacebuilding. This study aimed to examine the role of "FIFA" in building and establishing peace and the way a sports organization could influence world peacebuilding. A further question was the basis of FIFA’s participation in world peace. The answer to this question lies in 1980s when FIFA reconsidered its macro-level goals and was converted into a multi-aspect organization. Accordingly, the participation of FIFA began in 1980s in collaboration with other international organizations active in peacebuilding such as the United Nations and its sub-organizations such as United Nations Office on Sport for Development and Peace and UNICEF as well as non-governmental organizations such as Football for Peace. Several articles in FIFA’s Statue specify its active presence in different fields including human rights and elimination of racial and gender discriminations. This, in its turn, provides a space for peacebuilding in difficult conditions. The procedures of FIFA also indicate its high potential and influential role in peacebuilding and establishing peace in crisis-ridden areas in the Balkans, Palestine, Afghanistan, Africa, and other places in the world through joint programs such as “Unity for Peace, United for Peace”, “Football Friends”, “Football for Hope” and “Football for Peace”. Today, FIFA’s outlook is focused more than ever on peace and activities for peacebuilding. This is more tangible considering the developments in relations with other organizations active in peacebuilding and the significance of FIFA’s social responsibility. Manuscript profile

With the end of the Cold War and the bipolar system of international relations and consequently the establishment of international peace, the international system has undergone profound changes and has experienced new features and variables. According to this paper, the concept of international peace has been in a very critical and deplorable state since the 1990s, and the mechanisms for achieving peace, including the United Nations' preventive diplomacy as the sole institution for the realization of international peace was both ineffective and inefficient in preventing bloody conflicts and large-scale genocides in comparison with the Cold War era. This article seeks to answer the question that how is the performance of UN preventive diplomacy assessed in the post-Cold War era? In response to this question, it is hypothesized that the performance of UN preventive diplomacy in the post-Cold War era has not been successful due to its weakness and inefficiency in resolving armed conflicts in order to achieve international peace. This study investigates the basic principles and arguments of Epicurean philosophy in relation to the baselessness of fear of death and whether his reasoning in this regard is justified. In Epicurus’ philosophy, the soul is mortal and, thus, death means annihilation. He believes that although this idea does not negate happiness, fear of death impedes happiness. Hence, he provides some arguments to prove that it is unjustified and explains the correct way of encountering death. Here, while presenting a new interpretation of Epicurean view of fear of death, the author tries to propound and evaluate his views and arguments in the cultural and philosophical context of this problem and emphasizes that one must make a distinction between “fear of the process of dying” and “fear of being dead” in order to clearly understand the Epicurean view in this regard. Peace is one of the important issues that all sects and religions pay serious attention to and try to present a clear picture of. Baha'i is one of the sects that is trying hard to show itself as the leader in providing peace and peaceful coexistence in the world. The main question in this article is, what is the concept, degrees and types of peace in Baha'i texts? The purpose of this research is to show the levels and characteristics of peace using Baha'i written sources. The findings of this research show that four terms of peace have been mentioned in Baha'i texts, which are general peace, lesser peace, greater peace, and greater peace. These terms do not have exact characteristics and for the first three terms, the feature of homogeneity is mentioned and the greatest peace is when all people accept the Baha'i teachings and become Baha'is. The image of peace from the Baha'is has no scientific depth and is just a few simple recommendations, and contrary to what they believe, it cannot be considered as the savior of mankind and knowledge from God. The nature of this descriptive scientific article and the method of collecting information is also a library. Manuscript profile

In the current study, the problem of peace in the education of Afghanistan, based on the official documents of Islamic Republic period has been analyzed. But because the use of language has different complexities and is related to external areas, this study has used the method of critical discourse analysis according to Fairclough's approach along with considerations of Laclau and Mouffe. The main source of this analysis is the document of The Constitution of Afghanistan in the period of the Islamic Republic. At the same time, other authoritative documents and texts have been used to develop and deepen the analysis. The result obtained from this analysis shows that the official documents do not have a single discourse; rather, they contain various discourses without having a specific central signifier, in the form of a discourse order. The most important discourses identified in these documents consist of "Islamism", "democracy", "racism", and "nationalism", which are formed around the main signifiers of "Islam", "people", "race" and "nation". This multiplicity of discourses causes the construction of the identity of peace in the documents to be composed of various signifiers and multiple and incoherent constructs, that cannot be actualized because of the antagonism involved among these signifiers and constructs, consequently, it does not fulfill peace education.
