        Abstract Nowadays IT is regarded as one of the most important and strategic section in development of business that has important role in increasing competition power of banks, on the other hand IT governance is an important section in governance of banks. Key role of IT in growth and development of banks is very clear for senior managers and the important point is strategic integrity of IT and business in banks that is first goal of IT Governance. Results of researches show that average maturity of IT Governance in governmental banks is (1, 60). Level of maturity in effective usage of IT and adaptation of strategies of business with strategies of IT in governmental banks does not have good conditions. Kind of governance in governmental banks because bank industry is not competitive issue in Iran and applying mandatory rules and regulations on bank system of Iran has caused that governmental banks will not care to using electronic commerce in their business as an strategic tool.         Information Technology is recognized as a competitive enabler in today’s dynamic business environment. Therefore, alliance of business and Information Technology process is critical, which is mostly emphasized in Information Technology governance frameworks. On the other hand, Enterprise Architectures are deployed to steer organizations for achieving their objectives while being responsive to changes. Thus, it is proposed to align the business and Information Technology through investigating the suitability of Enterprise Architecture scenarios. In view of this fact, investigating a flexible decision making method for business and information technology alignment analysis is necessary, but it is not sufficient since the subjective analysis is always perturbed by some degree of uncertainty. Therefore, we have developed a new robust Data Envelopment Analysis technique designed for Enterprise Architecture scenario analysis. Several numerical experiments and a sensitivity analysis are designed to show the performance, significance, and flexibility of the proposed method in a real case. Manuscript profile

        In recent years, developing countries have followed the use of technological advances and technology transfer of cloud computing is one of these innovations. Using innovations in the domain of information technology enables organizations to improve their economic status. As a result, it is necessary for organizations to learn how to manage their process of technology transfer. Technology transfer governance is a new concept that can help organizations in this area. Implementation of technology transfer governance can reduce costs and increase productivity For Organizations and facilitate the progress of organizations towards a competitive advantage. In the scope of new technologies such as cloud computing that success and acceptance needs to overcome the challenges and risks that it is facing, Governance transfer processes of this technology can reduce these challenges. As a result, the use of cloud computing can be extended in organizations and organization will benefit from this extention. Current research objective is fundamental and the methodology used is qualitative–descriptive in which the Library Studies are conducted to collect information.         Information technology is an important part of business development and increasing competitive power, and IT governance is an important part of business governance. There are different tools for evaluating the IT governance. ”COBIT” is one of these most operational integral tools. The framework of COBIT shows the information of doing necessaries to gain dominance of Information Technology. The purpose of this study is to apply an uncertain Grey hierarchy approach to evaluate the governance of information technology. Also, a hybrid model of the COBIT framework and TOGAF’s organizational architecture framework are presented. This study in terms of orientation is applicable and its method is descriptive-survey. The questionnaire used to determine the importance of the dimensions of IT governance processes and the evaluation of IT processes at the Faculty of Electronic Education of Shiraz University as a research organization. The first research community consists of experts groups in the area of information technology governance that are selected using snowball techniques. The second community consists of 20 faculty directors based on the census. The results of this research show how to apply Grey theory in selected organization by applying “COBIT” framework.
