        Abstract Educative technology is a systematic method of planning, implementing and evaluating the whole teaching and learning process, which is modulated and implemented, based on some special goals in a knowledge-creation way to provide more instruction that is effective. Using this technology, technology transmission is done in a where other than its initial place. This research is developed to study determinant capabilities to make the background of transmitting the educative technology in the Islamic Azad Universities of Mazandaran. Research method is a surveying kind of descriptive research. The faculty of Mazandaran University is of 1700 members. The method of randomly sampling is graded and on the basis of Jersey and Morgan Table 313 persons were chosen to determine the sample. The accumulated data from questionnaire is done by verified tools. Admissibility of content is used to determine the extent of admissibility, and its constancy is examined by Keronbakh alpha coefficient and 0.819 is calculated. The research data is analyzed by both levels of descriptive statistical in order to determine the frequency and mean percentage, standard deviation- curvature and extension- minimum and maximum and diagram, and deductive statistical level in order to analyze multi-variance regression exam, factorization and internal analogy.         This research is design the model to transfer educational technology in universities in Mazanderan. this study is a descriptive survey. The population consists of 1700 people from faculty members in mazanderan universities. The method is quota randomly sampling and according to the jersey and Morgan table to determine the samples, 313 people were chosen . as samples The data collection tool was researcher-made questionnaires. The content validity was used to determine the validity also, Cranach’s alpha coefficient was used to assess the reliability which was calculated such as 0.819. In order to determine frequency, mean percentage, standard deviation, skewness, the highest and lowest, and the research data were analyzed at two levels of descriptive statistic as well as multiple regression tests at significance level of (p<0.05), path analysis was used at inferential statistic. This paper attempts to give a design modeling for transferring educational technology considering the available backgrounds. Analyzing the results indicates the acceptable correlation among the proposed model aspects such as philosophical aspects, objectives, theoretical basis, conceptual framework, and consistency among the objectives of the components, accuracy of component transposition, consistency with existing literature, its objective component, the updatability and model feasibility. The important proposition is to target the designing-structure and organizational model of higher education so that its policies and procedures encourage the members to learn, unlearning, absorbing, acquisition, combination of knowledge, collaboration, integration, networking, planning and problem solving to be used in transfer technology.         This study aimed to identify and investigate the weaknesses of higher education system performance in the field of human resource development in Yazd province using the qualitative paradigm and grounded theory principles and proposes solutions for eliminating the identified weaknesses. This research is an applied research in terms of the purpose and a descriptive and non-experimental research in terms of data collecting. Data were collected through in-depth and semi-structured interviews with 45 elites, scholars, policymakers, planners and provincial administrators, and experts involved in the process of human resource development of Yazd province via purposive sampling method. Data analysis was carried out using coding and continuous comparison inspired by Strauss and Corbin. Based on the findings of this research, inadequate resources and poor educational performance of higher education institutions of the province, inappropriate policies of knowledge and technology development and inadequate attention to higher education spatial planning were identified as the main weaknesses of higher education system performance in the field of human resources development in Yazd province. Establishment of mechanisms to connect universities and province economic sectors, implementation of land use planning studies in higher education and reconsideration the educational methods have been proposed for reducing the identified weaknesses.         The purpose of this study was to analyze the process of human resource development and to develop an appropriate model in the higher education system and its method in a mixed way (qualitative and quantitative). The research community in the qualitative part consisted of professors, specialists and experts in this field and in the quantitative part consisted of professors, experts, experts and managers of the higher education system. In the qualitative section, which was purposefully selected, 12 professors, specialists and experts were selected, and in the quantitative section, 382 experts and managers of the higher education system were selected using the Cochran's formula. The research tools were semi-structured interview and researcher-made questionnaire. Analysis of collected data, in the qualitative part by grounded theory method and through coding using MAXQDA software and in the quantitative part by descriptive and inferential methods using SPSS 16 software And Smart PLS was done. The results showed that twelve components are involved in explaining the human resource development process and developing an appropriate model in the higher education system, which are: Self-efficacy, self-esteem, motivation, empowerment, organizational learning, organizational culture, knowledge management, technology, job satisfaction, community development, facilitating networking, and ultimately human capital development. To check the fit of the model, check the X2, R and RS; It was discussed that the presence of low X2 and the ratio of chi-square to the degree of freedom less than three, as well as the coefficient of determination and the adjusted coefficient of determination were calculated; Indicates the proper fit of the model.         The purpose of this research was to identify the factors influencing degree orientation in the country's higher education. The research method is the qualitative content analysis method of the document analysis type, and it is classified in the field of applied research. The statistical population of the research included research articles related to degree orientation in the country's higher education. The number of 15 articles in the 20-year period from 1380 to 1400 was selected using the purposeful sampling method. After selecting the research articles, in order to analyze the qualitative data obtained from the analysis of the research documents, open coding and axial coding and selective encoding were used. In the first stage 330 concepts were identified. In the second stage, all the identified concepts were classified into 24 more general components and finally the factors affecting degree orientation in the higher education system can be divided into 3 main categories of political and structural conditions (6 components), the country's scientific and educational environment (10 components) and social and cultural conditions (8 components) were classified. Some of those factors are rooted in the educational system and the scientific environment of the country, as well as the structure and function of the university and the management methods of the university. One part is rooted in the structural and political system and is caused by the functional bias of the trustee and government institutions, and the other part is rooted in the social and cultural system.
