        Using Elite Theory and Institutional Approach, the present article studies the power group in the city of Tehran. The main questions of the research are: Do the heads of important institutions in Tehran form a power elite group? And is this group influential dealing with the social problems of Tehran? The article concentrates on the state organizations of the city and takes it for granted that their heads are power elites. The Research method includes studying documents and interviews with the elites. We have gathered our data through study of the individuals’ performance, decision makings, and relations regarding some special events.         One of the most important factors influencing the success of organizations is the useful and efficient human resources. In addition to facilitating elite retention, ethical governance in the organization reduces conflicts and increases productivity. For this reason, in this paper, a model for elite maintenance in Iranian public agencies is designed based on the ethics and specific culture of the Iranian society. This research is a combination of two quantitative and qualitative approaches. It is also applied in terms of purpose and is descriptive-exploratory in terms of nature. The research method is thematic analysis. The data collection method was a deep interview with 13 experts. The results are categorized into four main themes, including organizational, individual, psychological and occupational themes. Ten companies were selected as sample by cluster sampling and the questionnaires were distributed among managers and their human resources experts. According to research findings in organizational aspect, factors such as organizational justice, organizational support, participation and organizational culture are important in maintaining the elites. From the psychological point of view, the reverence of the elites and in terms of job, job independence, challenge, and quality play an important role in maintaining the elite. Also, paying attention to individual features of the elite, especially risk-taking, is a very important factor in keeping them alive. Manuscript profile

        The present article is an analytical and comparative study between religious beliefs and the level of social health in both elite and non-elite communities. The theoretical framework of the research is based on Keys' theories and the views of functionalist theorists. In the present study, the survey method was used and its statistical populations consisted of faculty members of the Islamic Azad University, Central Tehran Branch and citizens without academic education in Tehran. The statistical sample size of the elite population was 265 and the non-elite population was 385 according to the Cochran's formula. Data analysis was performed with SPSS software. Findings showed that there is a significant direct relationship between religious beliefs and social health in the elite and non-elite community. Among the dimensions of religious beliefs, the dimension of performance of duties has no significant relationship with any of the dimensions of social health except social cohesion. Also, the relationship between the religious and emotional dimensions of religion and the social health of the elite community is greater than the non-elite community. On the other hand, the contextual variables of age, income, education have a significant relationship with social health. Also, the variables of religious emotions, education, religious duties and age explanation 21.7% of changes in social health, respectively. Manuscript profile

        History is the science of analyzing past events. Based on this science, historical events are discussed and studied in a time and space sequence. The purpose of this study is a comparative comparison of the theories of Ibn Khaldun's nervousness, Weber's charisma and Pareto elites in the rise and fall of the Qajar dynasty in order to fill the research gaps in this regard. The research method is comparative-historical comparison. Documents will also be used in this method. The findings of the research are that Ibn Khaldun in his introduction has used and generalized the concept of nervousness in explaining how and why the periodic evolution of history, emergence and fall of dynasties. According to Ibn Khaldun, nervousness is the unity and social solidarity between a group, tribe, people and nation. Max Weber also considers the three sources of legitimacy and political authority in social movements in three aspects (tradition, rationality and charisma). Charisma refers to the character of a person who, in person or in the eyes of others, has extraordinary leadership power. Also in Pareto's elite displacement theory, among the members of a group, the most deserving members of that group are called elites. The results of the study show that following the gradual decline of the Safavid dynasty and the invasion of the Afghans, the nervousness, charisma, elitism and, above all, the legitimacy of the Safavid rulers and rulers were questioned and Nader Shah replaced Karim Khan Zand after a while; But with the death of Karim Khan and during the rule of Lotfali Khan Zand, the leaders of Qajar people and especially Agha Mohammad Khan Qajar with the power of nervousness, charisma and elite among his people, in 1117 A.D. was able to subdue them and cause the emergence of Qajar dynasty. But again, during the inevitable tradition of the evolution of history, his untimely death left his heirs unable to expand their dominance alongside influential global factors such as the Iran-Russia wars, World War I, British intervention, and internal factors. And by reducing the force of nervousness, charisma and elite in Aqaba, the Qajar rulers, to prepare the ground for the removal of Ahmad Shah and the fall of the Qajar dynasty and the rise of Reza Khan and the emergence of the Pahlavi dynasty in 1304 AH. The researcher-made questionnaire was also distributed among 384 public policy managers in the field of welfare, which was determined by Cochran's formula, by random sampling. The data collection tools are semi-structured interviews and questionnaires. In order to analyze the expert interviews, the grounded theory method and MaxQDA software were used, and partial least squares method and Smart PLS software were used to validate the model. Based on the research paradigm model, causal conditions include economic, cultural, technical and technological factors. that affect public policy. Public policy as a central phenomenon is effective in evaluating the implementation of welfare policies. In the meantime, elites provide background conditions, on the other hand, conflict of interests in the implementation of welfare policies are also interfering conditions.         Development is context-oriented, historical, and based on the life of the world and the psychological, social, and political characteristics of nations. The result of connection, convergence, non-interaction and divergence of different elements appears in such a context. Forward-looking research using the method of comparative institutionalism using Adrian Leftwich's developmental state theory to examine and compare the issue of economic development with a focus on the politics-state-development triad in Iran and Japan in the period of 1850-1900. The technique used in this research has been collecting and using available documents and statistics. The main question of the research is the level of autonomy of government institutions, the characteristics of the civil system, and the historical situation of Iran and Japan concerning the international system, how has it affected the experience of development in the historical period in question in these countries? The obtained results indicate that due to the creation of an independent government and the creation of a network of developmental elites based on a strong and coherent bureaucracy, Japan was able to achieve success by smoothing the appropriate international platform and on the way be development. However, due to the lack of proper bureaucracy and the establishment of an autonomous government, Iran could not achieve this important task, and therefore the issue of development for Iran remained a concept of regret and mystery Manuscript profile

        <p>Women's political participation in the macro arenas of political and management decisions is one of the basic components of sustainable development. This paper aims to answer the question, "What are the decision-making frameworks of female political elites in parliamentary commissions?" In this research, the statistical sample includes 20 female representatives of the Islamic Council in ten terms. Moreover, the research method is based on qualitative and quantitative content analysis techniques, semi-structured interview techniques in the data collection process, and interview text. For data analysis, Excel and Visio were applied in the framework of various charts and models. The findings concerning multiple categories, such as decision-making framework, showed that the highest frequency of commission decision-making is based on interest and expertise. In the category of commission preference framework, the highest frequency is the cultural commission due to the cultural background, knowledge, and interest of the female political elite. Furthermore, the number of supporters and opponents of forming the women's commission is almost the same. Although relatively the number of those who support the formation of the women's commission is more, most of those who support it are from the fundamentalist faction. Concerning the causal framework of agreeing to the formation of the women's commission, the most frequent insufficiency of the faction and the discussion of the necessity of the formation and effective functioning of the women's faction have passed. The highest frequency concerning the causal framework of opposition to this commission is the lack of necessity and the sufficiency of the faction and the commission to investigate women's issues. Generally, the researcher develops a total of 3 main categories, six first sub-categories and 60 second sub-categories. Some 221 semantic expressions are identified, portrayed, and analyzed in the form of a diagram.</p> Manuscript profile
