  The entrepreneurial process has always been associated with uncertainty and risk-taking, so it can be said that the risk-taking of this process is considered an accepted part of it.Applying information and communication technology (ICT) is very effective in reducing this uncertainty. The purpose of this study is to present a value co-creation model in the field of ICT so that the basic value creation activities in the ICT ecosystem and the actors associated are determined with each activity. For this purpose, using the subject literature and meta-synthesis were identified activities and actors of the entrepreneurial ecosystem and then the main activities were selected using a survey of ICT experts. Based on the results of this analysis, a conceptual model was designed to explain ICT-based entrepreneurial activities consisting of 12 hypotheses. This model was tested using structural equation modeling in the ICT Park (Sajjad Park), which led to the identification of 10 paths with the highest factor load factor.Then, the final structures of the model were extracted by confirmatory factor analysis method including 11 stages and 48 activities. finally, the relationship between the actors and the activities was drawn in the form of a pie chart according to the meta-analysis.   The emersion of new technology enhances the man’s expectation of welfare’s level and life’s quality. The research studies have shown that innovation which is based on new technologies, creates new bazaars’ and enhanced the volume of bazaar. Bazaar’s demand in one side and new technologies on the other side, is caused innovation strategy planning framework should be as a organizations necessity. In this paper, first innovation processes is investigated. Due to Strategic thinking and future opportunities explorations needs to identifications of future trends and foresight, so in the second step, foresight and its functionalities is presented. Then the effect of foresight functionalities on innovation process is analyzed. In the third step, a proposed framework for innovation strategy in organizations is presented based on effectiveness strategy process structure and then the stage of this framework is explained.   We are living in a world where the complexity of cause and effect relations is in a continuous increase. The owners of the new ideas, their supporters and the beneficiaries encounter different questions for starting a new business activity. The questions such as Will this idea become successful or not? or What kinds of supports and considerations are necessary for this idea to be successful? are some examples. The idea assessment process is an important and interesting subject for both innovators and incubators managers so that it make the former familiar with the probable strengths and weaknesses and for the latter i.e. the managers of incubators the significance is in admitting the owners of ideas in incubators and starting to support them based on their needs in the early stages of the innovation process. The Innovation Development Early Assessment System has been developed for the assessment of the possibility of commercializing the ideas in the early stages of innovation. This paper will introduce this system and it further addresses the method of improving and developing it as a tool in the hands of the incubators managers helping them in the admission process of companies and helping them to recognize the support services required by their tenants during their residency in the incubator. It will also look at this system as a tool for making the owners of ideas familiar with the probable barriers and obstacles that may lead to their failure. The improvement method proposed for this system has been defined with regard to the existing conditions of the applicants of settlement in the incubator. A case study and the analysis of the results obtained through this system will come at the final part of this paper. Manuscript profile
