        Today, research and development and related activities to access new technologies in the industrial world have been challenging activities. Although the research and industrial development companies in developed countries have been living for thirty years with increasing importance of R&D continuously, but developing countries recently have realized its importance.technologies are products which are produced by R&D units; R&D units were known as Technology pillars and are unique resources of innovation, creating R&D units and institutes or developing old ones to new effective ones for developing countries are inevitable issues. There are various methods to access the Technologies and one of the most important ones , especially among developing countries is Reverse engineering which is Consciousness method taken from exist Technology. This paper also reviews research background of (R & D) and reverse engineering, simulation software modeling to achieve the most effective parameters and their relationships and offer strategies for optimal per unit R & D and access to technologies of modern examined. This study contains R & D department of a chemical factory as selected population which is one of the important industrial factories in Iran. Some of the important key factors straw is considered in R&D unit of mentioned factory include: Number of had ended project in R&D unit, System inputs including (primary materials & new need), Expert & Skillful human resources, Versed management of R&D unit, Planning and project control of R&D unit Manuscript profile

        Objective: This research is a scenario-based study to evaluate the training adequacy model of the Social Security Organization staff. Methodology: In this study, the research method is a combination of theme analysis and dynamic systems. The study population was the West Azerbaijan Social Security Organization and the experts of An open interview was used to gather information using the library method and study of documents and also to better understand the subject Thus, the study is exploratory in nature and data collection is field-based.. The analysis of the data obtained using the dynamic systems approach was performed in the software environment (Vensim) and through this method the behavior of the system and the impact of different policies on it were tested and analyzed. Results: The results showed that the reference model of training adequacy could in no way cover future training goals, It is necessary to provide the best policies for achieving training competence in the Social Security Organization of West Azerbaijan Province using different scenarios.. From 10 scenarios, it was found that surrogacy scenarios in training, feeling effective with psychological empowerment and need assessment in process management is the best policy for enhancing training competence. Conclusion: Psychological empowerment and the feeling of being effective in staff are time-consuming, but if one creates this sense of human capital's potentials and abilities flourish and at the stage of mental development, one's ability to solve, interpret, change, analyze, Criticism and evaluation will be provided to the organization in order to achieve training competence.
