        The purpose of this study is to examine the knowledge-based in university and industry from the perspective of organizational learning based on experiences, that organizational learning from the experiences of industry and university has been institutionalized. Therefore, the research method in this research is to study and analyze the documents and studies of library resources, which addresses the issue of knowledge-based organizations and organizational. The result of the survey showed that learning organizations in tacit knowledge managemnet plays an important role. And this implicit knowledge or organizational experience of the members is one of the most important hidden assets of each organization, including universities.         The main purpose of the present research is to design a model knowledge-based for university through a mixed research method. In the first stage, the knowledge-based components of the university have been identified by analyzing the content of the data derived from the semi-structured exploratory interview with 16 experts in the field of knowledge. Then these components were validated by the focal group method.  In the second stage, the proposed model was tested quantitatively in the qualitative stage.The statistical population of this research was 208 managers of Tehran University. By simple random sampling, 134 of them were selected as samples. Structural equations and PLS software were used to fit the pattern. The findings of the qualitative section of the research show that knowledge of the university has 8 main components and 28 sub-components. The main components of knowledge at the University include:  Knowledge Management Process, knowledge-based Support Strategy, Knowledge Based Support Structure, knowledge-based Support Environment, knowledge-based Support Culture, knowledge-based Support Management, Knowledge-Based Support Management, Knowledge-Based Support Information Technology and Communication. A quantitative analysis in order to fit the proposed model f Conclusion:  The results of the research show that for knowledge-based of the university, should be considered all eight components of knowledge-based.The results also show that the component of knowledge-based management support is more influential on other university students than other components.         s that the first step to enter the world of knowledge management is analyzing different knowledge management (KM) approaches. Then it would be essential to identify knowledge management gaps, because organizations weakness at identifying and bridging these gaps before implementing knowledge management plans will obviously lead to unreasonable effects. In this paper, at first, a summary of knowledge management concept and the necessity of its implementation in organizations are presented. Also, a comparison has been made between R&D expenditure and revenue and profitability of the global leading companies. In the next section, the knowledge production rank of Iran among 16 countries is presented in order to demonstrate Irans position according to knowledge growth. Then KM approaches including mechanistic, systemic, core competencies and behavioral-cultural and two models of knowledge management gaps including Pierce and Lovrichs (1984) and Lins (2005) model are discussed. In conclusion, the priority of adopting systematic, behavioral/cultural & core competencies approaches in contrast to traditional mechanistic approach is discussed. It is also mentioned that the 1st model is appropriate to be applied in macro level where as it will be appropriate to apply the 2nd model in micro level. Manuscript profile

With respect to the significant role of these newly-established organizations, studying the factors of their success is of great importance. Some infrastructures for commercializing research outcomes and facilitating technological exchanges are required in order to form a system for getting to this point In other hand, Technology Clusters are geographic concentrations of interconnected knowledge-based and innovative companies who work closely with each other, local suppliers, infrastructure providers, educational institutions, and other relevant agencies. Cluster-based development is based on the premise that a company (and their region) can realize higher levels of competitiveness when it looks beyond its own limited capacity and strategically partners with other companies and support institutions to address challenges and solve problems that it is unable to solve when operating as an isolated entity.         In recent years, one of the main concerns of the knowledge-based organization is the increasing willingness of students to leave the service voluntarily. The reason for this concern is the fluidity of students and expert scientists, which makes their development and maintenance difficult. The main purpose of this study is to identify and analyze the factors proving the departure of student staff in the country's ICT industry. The presented research is described in terms of purpose, application and research of the research design and data collection method of the research type, which has been done by survey method. The statistical population of the study consists of 118 students of the five companies required for the study. The data collection tool is a 45-year-old questionnaire that is set in a five-point Likert scale. Cronbach's alpha was used to evaluate the reliability of the questionnaire, which had an alpha value of 873. Indicates the appropriate reliability of the questionnaire. Its validity coefficient has also been calculated using counting sigma. The obtained data are analyzed using descriptive and inferential statistics and SPSSwin22 software. Findings show that job characteristics with an average of 69.5 as a result have the greatest impact on job dissatisfaction and consequently leaving the organization. Also, managerial factors with an average of 61.9, organizational culture with an average of 54.2, human resource practices with an average of 46.6, work shocks with a minimum of 36.4 and temptation with a minimum of 34.7 are other more reasons to motivate leaving.         The present study was conducted with the aim of presenting a knowledge model of knowledge-based human resources in the University of Medical Sciences of a country. The present study is a qualitative study using the data theory of the foundation and the model of Strauss and Corbin. Scope of studies: University of Medical Sciences of one country, including the provinces of Gilan, Kalestan, Mazandaran, Shahroud and Babol, and the participants were experts in the field of human resources. In this regard, semi-structured interviews were conducted using purposive sampling method and snowball technique. In this study, the data reached a theoretical saturation stage after conducting fifteen interviews. However, five more interviews were conducted to ensure adequacy. The Lincoln and Goba criteria were used to determine the validity and the process audit method and internal agreement were used to determine the reliability. The findings showed that the knowledge model of knowledge-based human resources is developed in the form of five categories of causal conditions, contextual conditions, intervening conditions, strategies and consequences. In this model, the relationships between components show that the knowledge model of knowledge-based human resources is done through an interactive process between components. Determining cultural, organizational, behavioral, structural, environmental factors, the formation of a new attitude to the workforce can be very important in the decisions and architectural process of knowledge-based human resources in the University of Medical Sciences of a country.
