        1 - Developing A Framework for Increasing the Foreign Tourists’ Tendency for Traveling to Iran with an Emphasis on Soft Power

        Developed within the past decades as a key concept in international and power relations, soft power emphasizes diplomacy, culture, art, and propaganda instead of hard and coercive aspects of power. As soft power affects the international prestige and credit of countries, this applied exploratory study sought to elaborate on the role of soft power and its componential elements in attracting foreign tourists. The theoretical population of the study comprised fifteen experts in soft power and tourism who were selected via convenience sampling. To conduct the study, twenty-seven factors were identified by reviewing the related literature on tourism and soft power. The factors were then screened via the Binomial test, out of which seventeen factors were excluded due to their over 5% significance coefficient. The remaining ten factors were then analyzed using the cross-impact analysis (CIA) technique. The results of the study indicated that successful organization of political, artistic, scientific, sports, and literary events at the international level, the presence of foreign companies in the business environment of Iran, cyberspace and social networks, and improving tolerance among influential reference groups in society contributed the most to attracting tourists to Iran. The study was also replicated using the DEMATEL method, producing very similar results compared to the previous test, and the same four factors were identified as the most influential factors in attracting foreign tourists. It should be noted that the DEMATEL method and cross-impact analysis are based on a critical realism approach, considering the fact that they both enjoy structural analysis. Manuscript profile

        This research tries, with emphasis on the verses of the Holy Quran, to redevelop an Islamic theory on “soft power”, because the soft power theory in western view, has many conflicts with Islamic rules. Thus, the soft power theory needs to be redeveloped and modified. By using a descriptive-analytic method, an elaboration on “Soft Power” in the western discourse will be stated and then, we try, by using the verses of the Holy Quran, to explain this concept in the Islamic discourse and produce a new theory in regard to the Islamic rules.The results suggest that the “soft power” idea in the western discourse is monistic and in regard to material aspect. Therefore the western theory disentangles morality from power. In the view of Quran, however, the theory has four spheres which consider morality beside power. Soft war is the most extensive effort against nations in the form of various political plans. , Security, economic, etc. has entered the implementation phase. There are various definitions of soft warfare; Some have equated soft warfare with soft power or psychological operations. While there is a big difference between soft warfare and other categories. Soft warfare is neither soft power nor psychological operations, but a complex phenomenon that goes far beyond that. To deal with this phenomenon, comprehensive models and solutions must be presented; In this article, while presenting a conceptual model, various aspects of coping will be discussed. The method of the present research is library method. While presenting the topic of hostility, it has defined and stated the history of soft war based on the valuable book of Nahjul Balagha. The results of this research indicate that the enemy can mislead man through soft war; Among the solutions of Imam Hammam, we can mention reactionary or anti-propaganda measures and active or propaganda measures.
