This article firstly tries to identify the various dimensions of successful implementation and development business intelligence as a set of technologies and processes that promote the procedure of the decision-making in the organization. Next, the effect of these dimensions on the process of decision-making in Eghtesad-e-Novin Bank, as a financial organization in which the speed of decision-making is of importance will be discussed. The criteria are the cultural, strategic and environmental factors, human resources and business intelligence tools the effects of which are discussed on the variable of "the latency in decision- making" in four divisions of organizational decision environment. The research methodology is mixed in this research and for this purpose in the qualitative part, the different dimensions of success in implementation and development business intelligence were extracted on the quality of decision-making with the Delphi technique by using the method of interviews and open questions in three stages and with the snowball method with the opinions of 18 experts. In the quantitative part, the priorities were determined with the help of the Analysis Network Process and Super Decision software. Finally, the main questionnaire has been finalized for the distribution among 90 personnel of different levels of the development and implement of business intelligence systems and the direct users of these systems in the organization. With the help of Smart Plus software and structural equations, as well as the effect of research variables on the reduction in the latency in decision-making, the relevant assumptions have been examined in a descriptive and survey manner with factor analysis. The proposed factors and models for evaluating business intelligence presented in this article help organizations, especially financial organizations in which speed in decision-making is of particular importance, to promote decision-making and minimize possible latencies in decision-making. Due to the high vulnerability of deteriorated urban areas, a systematic precaution is needed to provide features and components of an effective pattern for disaster management in these areas that clarify the dimensions of decision-making in earthquake risk management in them. The purpose of this research is to investigate the dimensions and components of an appropriate disaster management pattern in deteriorated urban areas in order to control and reduce the damage caused by the earthquake in the period before its occurrence (prevention stage) in deteriorated urban areas in Tehran. The research method is applied in terms of purpose and descriptive-analytical in terms of method, and because it tries to establish a relationship between the dimensions and components of earthquake disaster management in deteriorated urban areas, it is exploratory. After identifying the dimensions and components of the disaster management pattern in deteriorated areas in documentary studies (theoretical foundations, Iranian and global experiences). It has been accurate and prioritized by referring to experts and proprietors. In the next step, the coefficient of significance of each component is specified and the results of the questionnaires evaluated and validated in content by using the PLS software. The results of the research show that in the field of disaster management in the deteriorated urban areas of Tehran. It is necessary to have a risk management and pre-thinking and pre- disaster management view before looking at the disaster management with a post- disaster view in these areas. In the pre-disaster stage, attention to different dimensions and considering the effective components of each of these dimensions in disaster management (social and cultural, physical-environmental, economic, structural and managerial, legal- rule and infrastructures dimensions) in deteriorated urban areas and their application can ultimately lead to decreasing vulnerability and promoting the resilience of these area in the face of various events, including the earthquakes. Human resource development is an important part of human resource management and in fact a kind of complement to human resource management. Garavan believes that human resource development is considered very important because its scope is much wider than human resource management (Garavan et al., 2012). The first efforts to develop human resources began in the 18th century with the establishment of the first technical school (Al-Faki, 2015). Today, human resources are the main assets and capital of the organization and the main factor of competitive advantage of organizations and this source is the only capital and assets in the organization that can not be imitated and has a unique feature. In addition, this resource is one of the assets that can grow. And development, and this development can only be achieved through learning and knowledge, and human resource development emphasizes the leadership perspective on employees to gain knowledge, expertise, experience and efficient decision-making and problem-solving skills in the organization. In this study, with the aim of identifying the variables affecting human resource development with a focus on productivity in the country's tax affairs organization, the Delphi method has been performed by 15 experts. After collecting data and conducting interviews and Delphi method in 2 replications and confirmation of validity and reliability tests using CVR, Cronbach's reflectivity and alpha, the final model is calculated in 4 main components, 15 dimensions and 53 indicators. Among these, group dynamics and team spirit, motivations for success and talent assessment and completion of talent banks from employees, documentation and continuity in learning, motivation and success among employees with an average weight of 4.9 are the most important factors identified. Finally, the structural model by partial least squares method was approved by PLS software with a sample of 251 people with a GOF fit coefficient of 0.63. Manuscript profile

The data required for this research is collected by simple random sampling method and with tools of questionnaire. Also, structural equation method has been used by the Smart pls software to analyze data. The method of research is descriptive and correlational and Statistical population of this research is considered all employees of Parsian Azadi Khazar Hotel Chalus. To determine the sample size, Cochran's formula was used and sample size of 89 people was obtained. Also, simple random sampling method was used for sampling.
