        Abstract Because of the change in demographic structure of cities, it is no longer possible to meet the needs of individuals in the simple ways of the past. During the last decade the growing population of the elderly people in Tehran has led us to meet new needs for services in different areas of the urban environment, especially the adaptation of the urban space with indicators such as security, safety, accessibility, vitality, communication, social participation and ultimately transportation for the elderly. Therefore, measures should be taken by city planners and managers. In this research, survey method was used to collect information on variables and then SPSSwin20 and LISREL8.5 softwares were used for data analysis. The statistical population is the elderly citizens of District three of Tehran that is 71199 people, which makes up about 22% of the residents of this district. In this article, we seek to answer the question of whether elderly people will be provided with urban space justice. In this regard, the results show that the correlations are greater than 0.6 and equal to 1.00. As a result, we end up that the relation of the two variables is direct. In other words, the more urban spatial justice is promoted through the discovery and analysis of appropriate urban strategies for the elderly, the welfare of the elderly will increase rapidly and strongly, and vice versa. The Green Entrepreneur is indeed an environmental think tank whose most important achievements for the green development of the country are job creation, wealth, welfare and discovering opportunities for sustainable development.         The subject of public welfare and public works are important issues among Muslim philosophers such as Shi'a and Sunni. On the one hand, this issue, similar to some other issues in governmental jurisprudence, has partly been influenced by verbal differences between Sunnis and Shi'as. Accordingly, the Sunni people had paid more attention to the public aspect of public affairs due to the acceptance of caliphate sovereignty, but Shiite jurisprudents had often considered most non-governmental aspects of public affairs. The proper unity and appropriate consensus between the jurists (in their foundations and approaches to the public welfare and public works) in the expansion and limitation of the extent of the implementation of these divine commandments are not observed (although there is a consensus in the sense of affairs). This discrepancy indicates that each of them has different foundations and approaches compared to public welfare. According to the above descriptions, there are two theories and views on the excerpts of the public works. The first view is that the domain of this institution is limited to the guardianship of the estate of the orphans, insane people, and bankrupt orphans. The second view does not limit the scope of public works to specific issues and has a wider perspective than the first view, which also includes social, economic, political, and cultural issues. Even though the public works are one of the vague issues in legal affairs, legislators have not considered a comprehensive definition of it and have not provided an effective criterion for identifying it. Therefore, the main objective of this research is the comparative study of public works for the jurisprudence of Shia and Sunni jurisprudence' views by the codified statue. Also, the findings of this research show that the scope of public works in the Sunni jurisprudence is limited to the issue of Enjoining good and forbidding wrong, but for the Shiite jurisprudents, it covers everything that leads to the disorder in a social system and the fault in society.         The issue of income distribution and inequalities of it has been the topic of discussion in many societies. So always try to be the factors that cause variation in the distribution of income can be identified. If you can identify the factors affecting the distribution of income in order to achieve the goal of achieving sustainable development and social justice. Since the notion of concepts such as innovation and creativity over the last transaction has been valued and also have been supported as valuable assets, therefore the importance of intellectual property rights in creating and fostering innovation and creative ideas and their effects on intellectual property rights of income distribution in the Mena region countries particularly Iran is reviewed during the period 1995-2005. The study results suggest that the Mena region countries in the Gini index and in intellectual property rights are undesirable. Intellectual property rights have two different effects on income distribution: on the one hand, with the support of creativity and innovation to create productive employments, increased productivity and generated wealth through science and technology can improve the income distribution and on the other hand the income distribution is worsening perhaps due to the increased prices of goods, services and technologies resulting from its monopoly.         Protecting children at risk is one of the most important issues of child rights under international and regional conventions and domestic laws. The principle accepted in family law is the parent's priority for child custody. However, if the child’s welfare requires, one way of protecting children with unqualified parent(s) is to keep them in a safe environment outside the family by qualified persons or public or private entities and institutions. In this way, the ultimate goal is to restore parental ability, rebuild family relationships and provide the opportunity for the child to return to the family. This study uses library resources, laws, regulations and interviews with experts and professionals of Behzisti (State welfare organization) and judiciary to try to identify different ways of providing administrative and judicial support to orphaned or abandoned children In order to provide effective guardianship and care for them. According to current laws and regulations, in case of guardianless or neglected child, caring for him/her would be in a family setting and otherwise in a residential child care community. In addition to restoring family competence, the independence of the supported child also terminates the intervention of public institutions to support children and adolescents without effective guardian.         Nowadays, it is clear to everyone that climate change has posed a huge threat to human welfare. Hence, the growth of demand for electricity as well as the dependence of power sector to the fossil fuel sources has converted the electrical energy sector into one of the most important areas suitable for applying the restrictions and implementation of the solutions provided to mitigate greenhouse gases. Enacting different incentive-based support schemes pursuing the promotion of renewable energy sources along with emission reduction in power generation sector is treated as one the main provided solutions. In this paper, from various points of view, such as environmental issues, power sector investors’ profit and the surplus of electricity consumers, the effect of renewable penetration rate growth under implementation of incentive-based policies is evaluated in a long-term generation expansion planning framework by employing the concept of Bergson-Samuelson social welfare function. To achieve this aim, first, a comprehensive generation expansion planning model, faced by a generation company, is proposed, as the effect of one on the most popular policies, namely emission trading system, is incorporated into the model. As a mixed integer nonlinear programming problem, the model is solved through two different scenarios using the GMAS optimization package.         Sustainable development is a potential solution to some important social challenges such as happiness, which is an ultimate goal for human beings and happiness is often seen as an individual trait for which each person is solely responsible. However, it is also a social trait that is influenced by external factors. The present article reviews the parameters and goals of sustainable development to achieve happiness, the most important quantitative and qualitative criteria in five areas of happiness and ecological, economic, social and cultural sustainability through them, one can evaluate and promote happiness in neighborhoods and a brief insight about the neighborhood development project . The tool can also be used in future sustainable neighborhoods for fun projects. Finally, he suggests that sustainable development should promote happiness while rebuilding local economies and ecosystems, strengthening social ties and revives or preserves desirable cultural traditions, as well as provides an alternative framework for sustainable social development that focuses on improving the opportunities for happiness and well-being of society.         Social welfare is an expression that is more focused on a multifaceted economic, social and political situation, and preserving the dignity of human beings and society's responsibility towards it and promoting the ability of the whole society is a definition for the welfare and comfort of the whole society. In this sense, in the concept of social well-being, it is assumed that it is possible to measure personal well-being, and compare the well-being of people with each other, and create a balance between this individual well-being and the overall well-being of society. Security has penetrated in all environmental, economic, political, social and cultural dimensions. Also, the feeling of security and the high security factor are indicators of development and the state of Basaman, which, as one of the most important indicators of social welfare, overshadows other indicators of this category. The feeling of security is subjective in this category and it can be said that it has all aspects of security in it. This concept is one of the important and influential concepts in social welfare issues. The purpose of this article is to describe social welfare and its relation to the feeling of security and social capital in society.         Priority setting helps maintain a clear focus, and according to the limitation of resources, it is necessary for reducing and controlling the burden of social problems better resource allocation. The present study aimed to identify and prioritize Iran's most critical social problems. This study was conducted in two steps. In the first step, a framework for classifying social problems was developed by reviewing the literature. Based on this framework, a list of social problems was prepared and categorized. In the second step, by studying the articles and books published in the field of social health, 20 experts in this field were selected and provided with the framework. Utilizing the Delphi method, the experts were asked to rank the mentioned list based on the three criteria including; prevalence, severity, and importance. Expert opinions were taken in three rounds. The country's social problems were categorized into three categories in order of priority. Although problems in society are numerous, the ten problems that have been assigned the highest priority in the present study are unemployment, corruption, income inequality, expensive housing, mistrust, poverty, reduction of productive investment, addiction, crime, and desperation. Planning for interventions and conducting social health research in the coming years should consider the aforementioned high-priority social problems that impose the most significant burden on society. The diverse social problems prioritized do not have exactly the same causes, consequences, and ways of control; therefore, identifying specific solutions to control them should be the next step in the process of social health planning. The present study was also carried out with the aim of presenting the ideal model of public policy in the field of welfare with the agency of elites to achieve sustainable development. This research is applied-developmental in terms of purpose, and in terms of its nature and form of implementation, it was done in a descriptive-survey manner. The statistical population of this research includes public policy elites. Sampling was done using the theoretical sampling method and finally theoretical saturation was achieved with 11 people. The researcher-made questionnaire was also distributed among 384 public policy managers in the field of welfare, which was determined by Cochran's formula, by random sampling. The data collection tools are semi-structured interviews and questionnaires. In order to analyze the expert interviews, the grounded theory method and MaxQDA software were used, and partial least squares method and Smart PLS software were used to validate the model. Based on the research paradigm model, causal conditions include economic, cultural, technical and technological factors. that affect public policy. Public policy as a central phenomenon is effective in evaluating the implementation of welfare policies. In the meantime, elites provide background conditions, on the other hand, conflict of interests in the implementation of welfare policies are also interfering conditions.         As most researchers agree and acknowledge, Iranian administration is transitioning from a new public affairs administration and evolving into a new public service provider. However, a number of traditional viewpoints and opinions are yet to achieve some necessary revision, as the quality and quantity of services remain vague and ineffective for the audience and recipients of these services. The present research attempts to study the existing public services and welfare policies, in comparison with the ideal situation and conditions, in order to reveal the inconsistency between them, from a pathologic perspective. To this end, among the qualitative research approaches, the content analysis method was adopted, and the meta-synthesis method was used to extract the necessary key concepts and content codes from 32 papers. Peer-reviewed research and analysis papers were used as references and inspected to collect information and data. After extracting the content codes, a focus group consisting of 15 participants was consulted and deliberated with, until validity was confirmed and the necessary indicators were obtained. Regarding the desirable range of these indicators, 31 elite field members of the Ministry of Cooperatives, Labour, and Social Welfare, were queried. On the other hand, 350 questionnaires were distributed among a ministry clientele to determine the status quo regarding the quality and quantity of service provision and reception. Findings indicate disagreement between elite members and managers of the ministry versus service recipients and people. As such, we are still far away from an ideal society and governance when it comes to provision of public services.. Manuscript profile
