        Abstract The purpose of this research is to explain the entrepreneurial capabilities in the rural area of Sabalan. In this regard, we study the dimensions and characteristics of sustainable development of rural areas, entrepreneurship and its principles and methods in the villages of the region. Finally, considering the capabilities Creating employment and entrepreneurship in the Sabalan region offers optimal solutions for entrepreneurship in the region, economic development and sustainable development. This research is in terms of its purpose and is descriptive-analytic in terms of its method. Data collection was done using library and field methods (questionnaire). Finally, raw data was analyzed by one-way ANOVA, Spearman correlation coefficient and univariate regression analysis using SPSS22 software. The results of the research indicate that Sabalan rural areas have several entrepreneurial capabilities that include tourism capabilities in the field of ecotourism, religious tourism and sports tourism; the medical geology capabilities of medicinal plants, therapeutic honey and hydrotherapy; mineral resources Such as metal minerals, non-metallic materials and construction materials.         Future Studies on Human Resources Development in the Agricultural Sector of Malayer County Many current problems of the agricultural sector of the rural areas are due to past planners' lack of foresight and since the development or non-development of agricultural section has affected other parts of the country's economy and development, it is necessary to care fully evaluate the effective factors in this section and identify and resolve its damages and problems. Most people who work in the agricultural sector gradually have faced with some problems due to being old and inadequate education, and they are not fit for a new knowledge-based economy. It is caused by the young and educated people leaving the villages and going to the cities. This research is looking forward to foresight to avoid any potential problems that may arise in this field. The current study was done in three steps. The first step which is relevant to the theoretical part of the research, has been investigated through the laboratory and documentary review method on foresight and human resource development. The second step in the data section was done by observation, interview and questiomaire. Then in the third step, Delphi and structural analysis techniques and the Mick Mac and Wizard soft wares were used. Based on this research 24 main factors in the human resources development were identified and the variables of integrated management of rural development sustainable employment, advanced technology, elimination of discrimination between urban and rural areas and the expansion of production cooperatives with the most direct impact as remarkable criteria in this regard were identified and three groups of scenarios was proposed for the future of human resources in the agricultural sector of rural areas.         It can be said that like other spontaneous human activities, entrepreneurship that leads to improving the quality of life and well-being is of great importance. Influential factors play a role in the development and promotion of entrepreneurship, while there are obstacles and challenges for entrepreneurs. The purpose of this study is to identify these factors and study the effective elements. This research is applied in terms of purpose and the results of research in other areas can be used and in terms of the method of work, it is descriptive-analytical. In this research, SPSS software has been used to extract the questionnaire data and a one-sample method has been used to test the hypotheses. The research indicates that there is a significant relationship between institutional and organizational factors, economic factors, managerial factors, social, environmental and cultural factors and the promotion of entrepreneurship in the studied villages.         The present study investigates the factors affecting the development of tourism demand based on ecotourism in rural areas of Gilan. The research method is analytical and the purpose of the research is practical. In order to analyze the data, SPSS software and FARAS model were used. The results of the exploratory analysis model showed that in the physical factor, the sub-criterion (existence of beautiful and unique landscapes) had the highest percentage of effect and the criterion (suitability of recreational and sports equipment) had the least effect, in the economic factor, the sub-criterion (cheapness) Travel to the villages of Gilan) the most impact and and sub-criteria (reasonable prices of welfare accommodations and tourist suites) have the least impact, finally the social factor, sub-criteria (attractive lifestyle of the people of Gilan village for tourists) the most impact and Sub-criteria (level of awareness and education of rural residents towards tourists) has the least impact on the development of ecotourism demand in rural areas of Gilan. The results of the gray Aras model showed that the physical dimension with weight (0.590), the social and cultural dimension with weight (0.542), the economic dimension with weight (0.389), the highest and the lowest, respectively. Tourism is one of the largest and fastest growing industries, as a result of the new demands of tourists and the need to diversify tourism products and destinations, it provides a basis for the development of businesses, especially small and medium businesses, and the development of entrepreneurship. . Both the government and the indigenous people consider tourism as a potential source of employment and economic growth for indigenous communities. By creating new job opportunities, the tourism industry strengthens the position of local people in society and economic independence. The development of ethnic and nomadic tourism also improves investment, infrastructure development and increases the incomes of local people.
