  The present paper examines the theoretical analysis of the relationship between government and society. In contemporary Iranian history, the state has a different basis with European societies for its independent and extracurricular nature both in terms of its origin and in its nature and function. Given the socio-political developments of contemporary Iran, especially since the history of oil revenues, the Iranian state has evolved as a superior power over the classes in its particular evolution. In other words, the independence of the state was possible in the context of the competition of social forces and class balance but in the context of the weakness of classes and social groups. In these circumstances, various theories have been formed in examining the structure of government in Iran and its relation to society. Applying a financial sociology approach to examining the nature of government in Iran, not only will government-society relations be better elucidated, but attention to these findings will give reasons for Iran's underdevelopment not in the distant past but in economic, political and social realities. In examining the relationship between government and society as they form the state and social structures, it is important to examine the enduring patterns of the internal and external structure of government relations. This paper aims to argue that the theoretical framework of research suggests that a better financial sociology approach can explain the relationship between government and society in contemporary Iran.   In the “knowledge-based businesses” research field, few applied studies have been conducted. Meanwhile, by identifying the critical success factors in starting-up and development of knowledge-based businesses, we can recognize necessary contexts for these targets and take steps toward implementing it. Accordingly, the main purpose of this research is identifying and prioritizing the keyactivities to be carried out by government in order to improve the process of starting-up and development of knowledge-based businesses. The method of this study in terms of purpose is applied research, and in terms of data gathering method is descriptive survey. The target population of current study included all knowledge-based corporations deployed in incubators and science & technology parks of universities in Tehran. To gathering required data for this research, the questionnaire has been used. Chi-squared test is used to data analysis, and Friedman’s analysis of variance is applied to ranking parameters. The results of this study revealed that improving the process of starting-up and development of knowledge-based businesses is possible throughgovernment’s some key activities which “financial supports of government” is placed on top of them. Hence, it can be said that the government should start broad efforts in this regard, and this issue should be considered by relevant government authorities.   the islamic republic of iran 's economic system according to the constitution and the policies of the implementation of the article 44 , the development of cooperatives is considered as one of the most important tools for realization of public economy . despite the recognition of the cooperative sector as an independent part as the third side of the triangle of iran 's economy , the possibility of the extent and quality of supervision has always been ambiguous . this research , using descriptive - analytical method , seeks to answer these questions : what are the mechanisms and mechanisms of government supervision on cooperative sector ? and does the actions of government governance in the sector of cooperation affect the independence of this sector of the country 's economy ? according to the findings of the present study , " " the mechanisms of government supervision , sectoral cohesion and regulation of laws and regulations , transparent policies and institutional governance as well as monitoring the process of establishment , purification , dissolution and … about these companies . also due to the specific nature of the cooperation sector , its full compliance with the supervision of the government is complex . therefore , the government should merely use governance tools , such as compliance and non - cooperative sector deviation from the rules , play its supervisory duties against the cooperative sector and avoid direct entry into the executive affairs of the cooperative sector .
