  Humanity has always sought to create a desirable human society, in accordance with its supreme ideals and desires. In such a society, it is necessary to consider the requirements based on the legal principles, social relations based on the social contract. From this perspective, the pursuit of the rule of law can be regarded as a prerequisite for such a society. In the light of the rule of law, individual will always enters into the decision-making system and becomes a public demand or collective will, conflicting tendencies with public opinion are a disruptive symbol of collective identity and the material and spiritual assets of people in society.
