        One of the most important institutions in Iran in the field of decentralization and balanced development based on geographical spatial characteristics are the Islamic councils of cities and villages. In the Islamic Republic of Iran, the Islamic councils of the city have been formed since 1999 and have a relatively short history. By evaluating the four periods that have passed since the formation of the Islamic councils of the city, we can point to their not so favorable performance based on the goals set in the upstream laws and documents. The present study aims to investigate and analyze the reasons for this failure in various dimensions. The statistical population of the study includes members of the Islamic councils of the city across the country, members of the Islamic Consultative Assembly and experts in areas related to the Islamic councils of the city. A one-sample t-test was used to investigate the performance of councils and to express the relationships of two variables as well as to prove the significance or non-significance of the relationships between them and the effect of each independent variable on the dependent variable, two-variable linear regression test was used. The results show that centralism, rent system and ambiguity of legal status have led to poor performance of councils in Iran. Manuscript profile
