  The comprehensive urban plan is prepared in order to determine the development directions and formulate a plan for the city, as well as to meet its needs based on the forecasts and goals of urban development. These projects have had different results due to the fact that they are based on the models and experiences of other countries and have been prepared at a high cost, but for various reasons have not been able to achieve their goals. The purpose of this article is to analyze the current situation of the new city of Hashtgerd and to implement it by predicting a comprehensive plan to achieve or not achieve its goals. The research method in this research is based on the applied purpose and based on the descriptive-analytical nature. Its implementation is done by anticipating the objectives of the master plan. To identify the strengths, weaknesses, opportunities and threats of Hashtgerd new city, library resources and documents and opinions of experts and city officials have been used. Thus, each of the four SWOT factors is identified, analyzed, and in the next step, the SWOT matrix is ​​formed. According to the analysis, despite the number of cities in the Tehran region, there are only 5 new cities. This indicates that the new city of Hashtgerd has not been successful in attracting the population of the mother city of Tehran; Because the rapid growth of unplanned cities is more than new cities.   Cities, urban spaces beyond independence, also have a special identity personality. While the city is a place where urban interactions lead. People also have a sense of citizenship towards their city. In other words, what leads to the construction of the city is not a collection of huge buildings and parks, but it is the people themselves who, with their special characteristics, create their urban identity and become citizens. It can refer to topics such as (time, place, ethnicity, beliefs, customs, common language, dialects and local coverings) (Nofel et al., 2009: 57-69). One of the main and important elements in promoting the meaning of the city is the neighborhoods of the city. For many years, neighborhoods have been an integral part of the urban environment. Therefore, a large part of the semantic and identity of the city is the responsibility of the neighborhoods (445: 2000, Eben Saleh). Neighborhoods can spread a sense of identity and belonging to the environment among residents. In this research, the research method is descriptive-analytical. Part of the information is in the form of a library and the other part is obtained through a field study. Also, statistics, sources and survey methods will be used to analyze the study neighborhood. Following the completion of the above questionnaires and by analyzing the data obtained from field surveys and existing documents regarding urban identity in the mentioned neighborhood, the method of analyzing its data is done in two ways.   <p>The smartening of cities does not only mean the growth of technology and mechanization, but when it is smart and optimal in all socialcultural, economic, environmental, and governance fields, it is called a smart city . One of the necessities of making cities smarter is using less energy resources and creating maximum efficiency. In recent years, the technology employment has become important to speed up the process of daily work and improve the quality of life; however, it has not been formed in a comprehensive and integrated way. This research aimed to investigate the feasibility of smart city indicators in Tabriz. The feasibility of six basic components of a smart city in social, political, environmental and other fields has been investigated. The current research method is a library and questionnaire. Considering the specialization of intelligence and the requirements of its realization, the extracted questionnaire was completed with the cooperation of professors and experts. The results were analyzed in SPSS software. Based on Cronbach's numbers, Tabriz city has been in a relatively favorable situation in terms of realizing the characteristics of a smart city.
