Abstract :
In national Innovation System (NIS) of countries, science, technology and innovation policies are very important. Since these three areas are crucial in NIS and have an impact on it and vice versa. In policy making process and implementing the science, technology and innovation policies the results and aftermath and evaluation of these policies can enhance the learning capability in NIS and finally can lead to developing systematic science, technology and innovation policies. In this paper we aim by a literature review on this subject and studying the experiences of several countries on science, technology and innovation policies, and a conceptual framework is designed. Here, a framework for science, technology and innovation policy is offered which reflects the influential factors and elements on developing these policies. The findings show that, stating systematic process of policy making for science, technology and innovation, expert opinion, doing field research and studying, finding problems and environmental influential factors, planning, implementing policies and evaluation of their impacts have crucial significance.
