ملخص المقالة :
حفظ محدودههای مجاز بهرهبرداری از جمله وظایف اصلي بهرهبردار مستقل سیستم (ISO) میباشد. افزایش روزافزون مصرف انرژي الکتريکي و تجديد ساختار در سيستمهاي قدرت باعث شده است که اين سيستمها در نزديکي حدود پايداري خود کار کنند. يکي از مسائلي که در بهرهبرداري از سيستمهاي قدرت بايد مد نظر قرار گيرد پايداري سيستم در مقابل اغتشاشات سيگنال کوچک ميباشد. از جمله تجهیزاتی که میتواند در بهبود این پایداری مورد استفاده ISO قرار گیرد، میتوان به پایدارساز سیستم قدرت اشاره نمود. در اين مقاله ابتدا مسئله تأثیر PSS بر پایداری سیگنال کوچک و تأثیر آن بر هزینه تولید پرداخته شده است و براي اين منظور الگوريتم NSGA-II مورد استفاده قرار گرفته شده است. همچنين سعي شده است تأثیر PSS واحدهای تولیدی در محیط تجدید ساختار بررسي شود و خدمتی که این تجهیزات ارائه میکنند بهعنوان یک خدمت جانبی جدید معرفی و ارزشگذاری گردد. همچنین چارچوب مناسبی برای پرداخت عادلانه به PSS های شبکه بابت خدمتی که ارائه مینمایند، معرفی گردد.
