مدلی برای ارزیابی استقرار و پیشرفت حکمرانی الکترونیک در دستگاههای اجرایی ایران

ملخص المقالة :
همزمان با توسعه فناوری اطلاعات و ارتباطات، مفاهیم دولت و حکمرانی الکترونیک در مدیریت و اداره کشورها گسترش یافته است. دولت الکترونیک بر ارائه خدمات به ذینفعان به صورت مجازی و حکمرانی الکترونیکی بر تغییر شیوههای ارتباط دموکراتیک دولت با شهروندان تاکید دارند. لازمه موفقیت حکمرانی الکترونیک، اطمینان از اجرای موفق برنامههای توسعه حکمرانی الکترونیک در دستگاههای اجرایی وابسته به دولت و همراستایی برنامهها در تمامی بخشهای وابسته به آن است. شناسایی زیرمولفهها و مولفههای ارزیابی حکمرانی الکترونیک علاوه بر آنکه جنبههای حائز اهمیت برای توسعه حکمرانی الکترونیک در دستگاههای اجرایی را مشخص میکند، ابزاری برای اطلاع از وضعیت پیشرفت اقدامات دستگاههای اجرایی در توسعه حکمرانی الکترونیک خواهد بود. هدف اصلی این پژوهش، شناسایی زیرمولفهها و مولفههای ارزیابی پیشرفت دستگاههای اجرایی در توسعه حکمرانی الکترونیک تحت عنوان مدل ارزیابی حکمرانی الکترونیک است. بر اساس مطالعه ادبیات و نظرات خبرگان، 27 زیرمولفه ارزیابی شناسایی شده است. با ابزار پرسشنامه، اهمیت هر یک از آنها در پیشرفت حکمرانی الکترونیک در دستگاههای اجرایی کشور ارزیابی شده و با استفاده از روش تحلیل عاملی اکتشافی، معیارها در شش مؤلفه اصلی دستهبندی شدهاند: کیفیت حکمرانی الکترونیک، رهبری و انگیزش حکمرانی الکترونیک، بهرهوری و تسهیلگری، پشتیبانی و حمایت، مدیریت خدمات الکترونیک و قانونگذاری الکترونیک.
