هر قدر نظام آموزشی بهتر و بیشتر بتواند توانایی های بالقوه کارکنان را به فعل درآورد نه تنها، انسان در خود اعتبار و ارزش والاتری می بیند بلکه جامعه نیز بر او ارج بیشتری می نهد و این خود از هر جهت تقویت کننده ی روح و روان انسان است. هدف اصلی این پژوهش شناسایی ابعاد و مؤلفه های نظام آموزش اثربخش برای مدیران دوره ی ابتدایی آموزش و پرورش شهر تهران است. پژوهش حاضر از نوع کیفی و مبتنی بر نظریه داده بنیاد (خودظهور) انجام شده است. جامعه آماری شامل صاحبنظران حوزه ی علوم تربیتی و مدیریت آموزشی، در حوزه ی آموزش و پرورش است که شیوه انتخاب آن ها هدفمند از نوع گلوله برفی بود. در مجموع با 30 نفر متخصص و دست اندرکار حوزه ی آموزش و پرورش، مصاحبه به عمل آمد. داده ها از طریق مصاحبه های نیمه ساختارمند تا رسیدن به نقطه اشباع نظری و حداکثر اطلاعات ادامه یافت. جهت تجزیه و تحلیل اطلاعات از روش کدگذاری باز، محوری و انتخابی با استفاده از نرم افزار مکس کیودا استفاده شده است. که در قالب الگوی مفهومی بدین صورت شکل گرفت: شرایط علی (رهبری و خط مشی گذاری، ساختار مدیریتی)، مقوله اصلی (آموزش اثربخش)، شرایط زمینه-ای (مدیریت اجرایی)، شرایط مداخله گر (الزامات اجرایی)، راهبردها (طراحی آموزشی، برنامه ریزی آموزشی) و پیامد (ارزشیابی و پایش) است که به عنوان ابعاد آموزش اثربخش نقش مهمی در تحقق رسالت مدیران مدارس ایفا می کنند. در نهایت نیز بر مبنای یافته ها و نتایج به دست آمده، رهنمودهایی برای عملی شدن برنامه ارائه شده است.
The high capacities of the educational system in developing the potential abilities of the employees could bring about greater credit and value at both individual and social levels which reinforces the mental powers of human beings. This study mainly seeks to identify the dimensions and components of the effective education system for the managers of the elementary school in Tehran. The present study was of a qualitative type based on the grounded theory (self-emergence). The statistical population included experts in the field of educational sciences and educational management, who were selected purposefully through snowball sampling method. Next, 30 experts and practitioners in the field of education were interviewed through semi-structured interviews until reaching the point of theoretical saturation and maximum information. In order to analyze the data, the open, axial and selective coding method was used using MAXQDA software. The resulting data were proposed in the form of a conceptual model as follows: causal conditions (leadership and policy making, management structure), main category (effective training), contextual conditions (executive management), intervening conditions (executive requirements), strategies (educational design, educational planning) and outcome (evaluation and monitoring), which as dimensions of effective education play an important role in fulfilling the mission of school administrators. Finally, based on the findings and results, guidelines for the implementation of the program are recommended.
