چکیده مقاله :
کنفرانس اقلیمی پاریس با شیوهای متفاوت از دیگر کنفرانسها، برگزار گردید. تفاوت این کنفرانس در نوع تعیین تعهدات کشورها بود. در این کنفرانس کشورها بهصورت خوداظهاری، سهم خود در کاهش انتشار گازهای گلخانهای را تعیین کردند؛ درحالیکه در کنفرانسهای پیشین، این سهمیه با روشی بالا به پایین تعیین میشد و شمول کافی نداشت. اعضا نیز نمیتوانستند از عهدهی تعهدات برآیند. اما در کنفرانس پاریس روش پایین به بالا بکار گرفته شد، که کشورها براساسِ توانمندیهایشان و شرایطی که در آن به سر میبردند، تعهداتی را پذیرفتند که دور از دسترسشان نیست و قابلاجرا است. سؤال این پژوهش آن است که، کنفرانس اقلیمی پاریس چه تأثیری بر همکاریهای بینالمللی خواهد داشت؟ فرضیهی این پژوهش بدینگونه است که نتایج این کنفرانس نقطهی عطفی در همکاریهای بینالمللی خواهد بود و میتواند بهصورت الگویی برای حل سایر مسائل بینالمللی در نظر گرفته شود.
Paris Climate Conference was held in a different manner related to the previous ones. The difference was in determining countries pledges. In this conference states themselves determined their share of mitigation of greenhouse gases. In previous conferences pledges were determined through a top down procedure which was not adequate and also parties were not able to fulfill them. But in Paris conference a bottom up procedure was used that helped countries to take pledges, based on their condition and abilities, they are able to fulfill them. The purpose of this research is to answer this question that how Paris climate conference affects international cooperation? This research suggests that the cooperation in Paris can be a model for cooperation in other international fields.
