از دیرباز يكي از دغدغه های اساسی بشر ایجاد محیطی امن و عاری از جنگ و ستیز بوده و در این راستا اقدامات و تلاشهایی – از جمله تاسیس نهادهایی چون جامعه ملل، سازمان ملل متحد، شورای امنیت و ...- نیز انجام داده است اما نه تنها نتوانسته صلح جهانی را تأمین کند که روز به روز شاهد جنگهای وحشتناك‌تر بودیم. ریشه های نا امنی و جنگ را در نوع نظامهای سیاسی باید جستجو کرد. فقر، جهل و استبداد، ریشه های نا امنی و ستم و جنگ و نزاع بین المللی است. لیبرال دموکراسی نیز نتوانسته این عوامل را از بین ببرد. به نظر می رسد با الگو پذیری از حکومت جهاني مهدوی و شاخصه های ویژه‌ی آن، می توان به این هدف متعالی نزدیک شد. البته این شاخصه ها به طور کامل، اختصاص به حکومت جهانی حضرت مهدی (عج) دارد، اما حکومتهای اسلامی پیش از ظهور با الگو گرفتن از آن حکومت، می توانند به تناسب تلاششان به مراتبی از این شاخصه‌ها رسیده و به همان نسبت صلح و امنیت را برای جوامع خود به ارمغان آورند.

Liberal democracy has also failed to eliminate these factors. It seems that the supreme goal can be approached with the pattern of Mahdavi's universal government and its special features. Of course, these attributes Completely are dedicated to the Mahdavi's universal government, but Islamic governments, before they emerge, by pattern of that government, can -According to their efforts- achieve a certain degree of this attributes , and equally bring peace and security to their communities.
