تدوین چارچوب کاربست مشارکت اجتماعی در حفاظت و توسعه یکپارچه میراث شهری

چكيده یکپارچهسازی حفاظت و توسعه در مواجه با میراث شهری، همچنان مسئلهای چالشبرانگیز و حائز اهمیت تلقی میشود. بر این اساس، مسئله و متعاقبا هدف اصلی این پژوهش، در قالب شناسایی اصول و ملاحظات کاربست مشارکت اجتماعی در حفاظت و توسعه یکپارچه میراث شهری، تعریف و تدقیق و با واکاوی نظریات مطرح، اسناد بینالمللی و تجارب جهانی، دنبال شده است. این پژوهش، از نوع کاربردی با راهبرد کیفی و از طریق مطالعات اسنادی و کتابخانهای، نخست، ادبیات مرتبط با حوزه مورد مطالعه را بازخوانی میکند. سپس، با استفاده از روش فراترکیب، اصول و ملاحظات مشارکت اجتماعی در حفاظت و توسعه یکپارچه را استخراج و در قالب یک چارچوب جامع ارائه میکند. «یکپارچهسازی میراث در راستای توسعه»، «بازتعریف مشترک از مفهوم میراث و ارزشهای آن»، «ارتقا نظارت عمومی بر حفاظت میراث» و «پیوند جامعه محلی و میراث» را میتوان به عنوان اصول کلیدی مشارکت اجتماعی در حفاظت میراث شهری تلقی کرد. از طرف دیگر، «تعادلبخشی در ابعاد توسعه»، «برقراری پایداری اجتماعی»، «تضمین عدالت و برابری در توسعه اجتماعی» و «تغییر نگرش و سبک زندگی در مسیر پایداری» را میتوان به عنوان اصول کلیدی مشارکت اجتماعی در توسعه پایدار میراث شهری در نظر گرفت. اینچنین، راهبردهایی نظیر «بهکارگیری تمامی گروههای اجتماعی برای مشارکت»، «اولویتبندی اقدامات اجتماعی و سطوح مشارکت پیش از فعالیتهای فیزیکی»، «حصول اطمینان از تعهد سازمانهای دولتی در راستای اعتمادسازی» و «استفاده همزمان از مشارکت بالا به پایین و پایین به بالا»، میتوانند متضمن حفاظت و توسعه یکپارچه میراث شهری بر مبنای مشارکت گروههای اجتماعی باشند. این مجموعه اصول و راهبردها، به همراه ملاحظات خود، از جمله محورهایی هستند که برای انجام تحقیقات آتی در حوزه حفاظت و توسعه یکپارچه میراث شهری و انجام مطالعات موردی هدفمند در این زمینه، پیشنهاد میشوند.
